<br />Consulting Services Agreement between City of San Leandro and Last revised July 9, 2024 <br />Ian Wren for Treatment Wetland Project Phase 2 Exhibit A – Page 2 of 3 <br /> Quarterly status reports suitable for submission to SFBRA, including updates regarding <br />project timeline, milestones, expert & stakeholder feedback, and regulatory compliance. <br /> Presentations to regional coalitions and interested parties (approximately six (6)). <br /> Contracting support under the SFBRA and WQIF grants. <br /> Meeting agendas and summaries, as needed. <br /> Monthly written progress reports and invoices. <br />TASK 2 REGULATORY AGENCY CONSULTATION & CEQA SUPPORT <br />Informal and formal consultations with relevant regulatory agencies took place since 2019, to inform the <br />need for technical studies and to refine the scope of work for the engineering and design consultants. <br />Consultation to date has resulted in permissions or approvals from the US Army Corps of Engineers, <br />US Fish and Wildlife Service, and the Water Board. Completion of the California Environmental Quality <br />Act (‘CEQA’) process and certification of an Initial Study and Mitigated Negative Declaration (‘IS/MND’) <br />occurred in April 2024, which is needed to secure certain state permits or approvals. <br />Outstanding efforts include application for permits or approvals with the California Dep artment of Fish <br />and Game (‘CDFW’) and Bay Conservation & Development Commission (‘BCDC’). <br />Work Efforts <br /> CDFW: Apply for a Fish and Game Code Section 1600 Lake and Streambed Alteration <br />Agreement and coordinate with the agency contact established through the Bay Restoration <br />Regulatory Integration Team (BRRIT), including the development of a Draft Operations and <br />Maintenance Plan; <br /> BCDC: Apply for an Administrative Amendment to the City’s existing Permit, and <br />coordinate with agency contacts, including presentations as needed; <br /> Coordination with the Water Board and WPCP staff to initiate the reporting process under <br />the existing NPDES permit; and <br /> Meetings as needed. <br />Work Products <br /> Meeting agendas <br /> Meeting minutes <br /> Complete application for submission to BCDC for an Administrative Permit, in conformance <br />with the Bay Plan and governing policies. <br /> Complete Application to CDFW for a Section 1600 Lake and Streambed Alteration <br />Agreement <br /> Documentation in support of the NPDES application, as needed. <br /> Updates to the existing regulatory process memo to document regulatory process and <br />status. <br /> Updates to the existing Mitigation, Monitoring & Reporting Plan and a process for ensuring <br />compliance <br /> Presentations to regulatory agencies, City Council, and staff, as needed. <br />TASK 3 EVALUATION OF POTENTIAL NATURE-BASED TREATMENT PROJECTS <br />Under Task 4 of the City’s EPA grant, the City is committed to evaluating future phases of nature -based <br />solutions for nutrient management. This effort involves performing preliminary evaluations of potential <br />future phases of nature-based wastewater treatment systems at various near-shore properties managed by <br />the City and its potential stakeholders, such as the East Bay Regional Parks District.
