<br />Consulting Services Agreement between City of San Leandro and Last revised July 9, 2024 <br />Ian Wren for Treatment Wetland Project Phase 2 Exhibit A – Page 3 of 3 <br />This task includes various sub-tasks identified below intended to support the management of the consulting <br />firm, perform stakeholder outreach, and transfer knowledge, based on my ongoing involvement in the City’s <br />existing treatment wetland project and management of regional efforts to promote nature-based solutions <br />for nutrient management, through the San Francisco Estuary Institute (“SFEI”) and Bay Area Clea n Water <br />Agencies (“BACWA”). <br />Work Efforts <br />1. Site Evaluation and Feasibility Assessment <br />o Conduct preliminary assessments of selected near-shore properties to determine <br />the viability of implementing nature-based wastewater treatment systems. <br />o Provide a comprehensive report detailing site conditions, potential environmental <br />impacts, and feasibility of project implementation, pursuant to the SFBRA commitment <br />to develop a Scoping Plan for a Shoreline Master Plan. <br />2. RFP Preparation and Issuance <br />o Collaborate with City staff to draft and finalize a Request for Proposal (“RFP”) <br />aimed at identifying and engaging a suitable consulting firm. <br />o Manage the distribution of the RFP, handle inquiries from potential bidders, and <br />organize pre-bid meetings to clarify project requirements. <br />3. Proposal Evaluation and Consultant Selection <br />o Co-develop an evaluation criteria and a scoring system for assessing received <br />proposals. <br />o Lead the review and selection process to choose the most qualified consulting firm <br />based on technical expertise, proposed methodology, project management capability, <br />and cost-effectiveness. <br />4. Project Implementation Oversight <br />o Provide ongoing project management and technical oversight to support this <br />evaluation task. <br />o Ensure that project milestones are met, and performance targets are achieved in <br />accordance with the project timeline and budget. <br />5. Stakeholder Engagement and Reporting <br />o Facilitate regular communication between the City, consulting firm, project <br />partners, and stakeholders to ensure alignment and collaboration throughout the <br />project duration. <br />o Prepare and submit periodic progress reports to the City and funding agencies, <br />detailing project status, challenges encountered, and mitigation strategies employed. <br />6.
