Contractor’s vehicles shall be equipped at all 1080 times with spill kits, including but not limited to a broom, shovel, and absorbent. 1081 Contractor shall not Transfer loads from one vehicle to another on any Public Street, unless it is 1082 necessary to do so because of mechanical failure, combustion of material in the truck, or accidental 1083 damage to a vehicle. 1084 Contractor shall cover all open Drop Boxes at the pickup location before Transporting materials to 1085 the Designated Facility. 1086 Contractor shall conduct public outreach and staff training to Customers on best management 1087 practices for litter abatement as part of the public outreach program. Such best management 1088 practices include, without limitation: 1089 1. Closing Container lids and right sizing service: Contractor staff will tag overfull Containers with 1090 Courtesy Notices, which will serve as outreach and education to the Customer. Photos of the 1091 Container will be taken by Contractor staff, attached to the Customer’s account, and will be 1092 available to outreach and Customer service staff in order to demonstrate to the Customer 1093 where a problem exists. 1094 2. Outreach to Customer on importance of bagging lightweight materials such as plastic bags, 1095 film plastics, foam peanuts, and other materials that can easily become litter due to their 1096 lightweight nature. 1097 3. Driver training on litter reduction techniques and litter removal best management practices. 1098 4. Affixing signage to the back of Contractor trucks which provides a phone number for residents 1099 to report material spills. 1100 D. Development and Review of Collection Specifications. Contractor shall work with the City to 1101 develop standard specifications for Collection Container enclosures at Commercial and Multi-Family 1102 Premises. These specifications shall be developed to ensure that the Collection Container 1103 enclosures are built to provide adequate space for and suitable configuration to allow the 1104 Contractor to safely and efficiently service Recyclable Materials, Organic Materials, and Solid Waste 1105 Containers. Contractor’s Operations Manager or other appropriately qualified staff shall, upon 1106 request by the City Contract Manager, provide a review of plans for new Single-Family, Multi-Family, 1107 Commercial, or other development or project design drawings. Contractor shall provide comments 1108 and recommendations resulting from the review in writing within ten (10) Working Days of receipt 1109 of the documents for review. In each review report, Contractor shall comment on the acceptability 1110 of the proposed enclosure arrangements in terms of: (i) the adequacy of space for Recyclable 1111 Materials, Organic Materials, and Solid Waste Containers; (ii) the accessibility of the Containers for 1112 Collection including whether additional charges (e.g., Push/Pull Charges) would apply; and, (iii) ease 1113 of use by tenants. 1114 E. No Commingling of Materials. Contractor shall Collect materials generated in the City in Collection 1115 Vehicles separately from other materials generated outside the City Service Area, unless otherwise 1116 approved by the City Contract Manager. In the event that the City Contract Manager approves 1117 comingling of materials generated in the City with materials generated outside the City, on a 1118 temporary or permanent basis, Contractor shall maintain clear records documenting the 1119 methodology used to allocate Collected materials to the City.
