<br />Consulting Services Agreement between City of San Leandro and Last revised [10/02/2024] <br />Navigating Preparedness for LHMP Development Page 16 of 3 <br />EXHIBIT A <br /> SCOPE OF SERVICES <br /> <br /> Task 1: Organization of Resources <br />Internal Working Group Development <br />With NPA’s guidance and facilitation, the City shall assemble and convene the Internal Working Group <br />(IWG), a committee consisting of City employees representing various Departments. NPA shall ensure <br />that the committee members consist of representatives from different Departments to ensure the City meets <br />Element A of the LHMP Planning Policy Guide requirements. NPA will make recommendations to meet <br />the requirements. <br />The IWG shall include: <br />• City LHMP Project Manager, who shall serve as the main point of contact <br />• Representatives from the following departments; Police Department, Public Works, Community <br />Economic Development, Finance, IT, Recreation and Parks Department, Human Services, and <br />Human Resources. <br />• Local Special Districts (all water and school districts) <br />• Public and Private agencies <br />• Other relevant agencies and community stakeholders including pre-established Resilience Hubs <br />• County Representatives including but not limited to ALCO Sheriff’s Office, ALCO Fire, ALCO <br />Public Health <br /> <br />NPA understand that the planning process shall also incorporate the whole community approach, with <br />outreach and invitation to participate to residents, community leaders, Neighborhood Associations and <br />HOA’s, community groups, businesses, and other community stakeholders. <br />The IWG’s role shall be to: <br />• Participate in the planning process, including attending Committee meetings and providing data <br />and relevant subject matter expertise. <br />• Solicit data and input from City Departments, residents, businesses and community leaders. <br />• Provide input on hazards facing the City, including geographic distribution and impacts. <br />• Identify mitigation projects and timeline for implementation. <br />• Facilitate public outreach to publicize and seek comment on the LHMP, including public meetings. <br />• Review drafts of the LHMP and coordinate formal adoption of the LHMP. <br />Docusign Envelope ID: C52B82D1-BCAD-4260-AF1B-3FCC857FC38E
