<br />Consulting Services Agreement between City of San Leandro and Last revised [10/02/2024] <br />Navigating Preparedness for LHMP Development Page 17 of 3 <br />• Manage the implementation of adopted mitigation projects and strategy. <br />• Prepare, publish, and distribute community and required public hearing notices <br /> <br />Facilitate Initial Meetings <br />NPA shall plan, coordinate, and facilitate an initial project kick-off meeting with the City to confirm the <br />purpose of the City LHMP, to refine the scope of work, and create a working schedule to complete the <br />updated LHMP. NPA’s Project Manager shall work with the City Project Manager to schedule such <br />meeting/s immediately upon reward of RFP. <br />Prepare, Organize, and Maintain Documentation <br />NPA shall thoroughly document the hazard mitigation planning process, including, but not limited to: <br />• A narrative description of how the plan was prepared and the process followed <br />• A record of planning meeting dates, attendees, and agendas <br />• A record of departments, agencies, organizations, and persons participating in plan development <br />• A description of the coordination with existing City plans and planning mechanisms <br />• A description of public involvement/community engagement and strategy for public outreach <br />Public Outreach Strategy <br />Public engagement is a critical requirement for updating the LHMP. A plan that accurately reflects the <br />community’s values, required languages, and priorities should generate more community support. That <br />support should lead to success in conducting mitigation actions and projects that reduce risk. Federal <br />regulations for mitigation plan approval require that <br />stakeholders and the public be provided opportunities to be involved in the plan’s development process. <br />NPA’s Public Outreach Strategy shall: <br />• Conform to the statutory requirements of the Code of Federal Regulations 44 CFR 201.6, and the <br />requirements of FEMA Local Mitigation Planning Handbook and Community Rating System <br />(CRS) program, which shall include Diversity, Equity and Inclusion. <br />• Document, evaluate, and incorporate input received from outreach efforts. <br />• Organize, notice, and facilitate a minimum of two (2) public outreach workshops total using <br />multiple languages and be fully accessible. The workshops shall provide the public with an <br />opportunity to interact with the LHMP Planning Team, introduce the public to the progress and <br />outcomes of the LHMP planning process, review the outcomes of the hazard identification and <br />risk assessment, and act as a public commenting tool for the Public Review Draft LHMP. <br />• Ensure neighboring communities, local and regional agencies involved in hazard mitigation <br />Docusign Envelope ID: C52B82D1-BCAD-4260-AF1B-3FCC857FC38E
