<br />Consulting Services Agreement between City of San Leandro and Last revised 10/28/2024 <br />HDR, Inc. for Nutrient Alternatives Evaluation Exhibit A – Page 3 of 7 <br />The kick-off meeting will last up to three hours (including the plant site walk). <br />DELIVERABLES: <br />Request for information. <br />Kick-off meeting minutes in PDF format and the corresponding presentation in PowerPoint format. <br />Task 2.2 – Sampling Plan <br />HDR will discuss and fine-tune a sampling plan for a nutrient mass balance, emphasizing N species. <br />HDR will review the nutrient sampling plan (including sampling locations, frequencies, grab versus <br />composite, and sample preparation) and suggest immediate sampling improvements that the City <br />should implement to enhance the evaluation for making informed decisions. <br />HDR will identify sampling data gaps and suggest improvements, including sampling constituents, <br />locations, frequency, grab versus composite, and the basis for such improvements (in a tabular <br />format). <br />Request for Plantwide Data: <br />HDR will refine the sampling plan for a nutrient mass balance (emphasis on N species). <br />Summary of sampling suggestions based on the data: <br />Total Kjeldahl Nitrogen (TKN): aim to add WPCP dataset. The key areas to sample will likely <br />include influent, primary effluent (PE), and fixed film reactor (FFR) effluent (if possible) <br />Nitrite/Nitrate: Sampling the influent to confirm low loads. There is no need to sample aeration <br />basin effluent as the data is consistently <1 mg N/L. <br />Dewatering Filtrate: Continue to sample (only need to sample ammonia). <br />Sampling the sidestream and measuring soluble ammonia and soluble nitrite plus nitrate <br />(grab is acceptable): This will evaluate high-strength nitrogen levels. <br />Sample the FFR feed/exit cBOD and soluble cBOD levels: This will give perspective on how <br />well the FFRs are performing coupled with the loading on the aeration basins. <br />Consider sampling ammonia and TKN (both soluble and total) for the FFR feed/exit plus <br />aeration basin effluent (limit to soluble): This will give context as to where nitrogen <br />reductions are occurring across the plant. <br />ASSUMPTIONS: <br />The sampling plan will total up to 10 pages (excluding appendices). <br />HDR will issue a draft and final sampling plan. <br />The City will have up to two weeks to comment on the draft sampling plan. <br />HDR will provide a final sampling plan within two weeks of receiving draft comments from the City. <br />Docusign Envelope ID: F4C31A54-5BDC-41AE-BF85-10613D6DCA60
