<br /> <br />Page 14 of 65 <br /> <br />• Consultant will determine potential detention/retention locations and extents and prepare <br />a preliminary model in coordination with the Alameda County Flood Control District to <br />develop options to mitigate these offsets. <br /> <br />Alameda County Flood Control and Water Conservation District (District) intends to <br />modify the entire stormwater shed basin to either increase the creek’s capacity or <br />regulate the flows upstream so as to remove the entire area from the flood plain. A <br />discussion with the District on their future improvements and their timing for completion <br />will accompany the memorandum. <br /> <br /> <br />Figure 3: San Leandro Creeks, Culverts, Storm Drains, and Channels <br /> <br />D. Existing Utilities Analysis <br />Existing utilities will be mapped based on as-builts, record drawings, or block maps from <br />information BKF will obtain via information requests from all relevant utility agencies (EBMUD, <br />AVA Community Energy (aka East Bay Community Energy), Oro Loma Sanitary District, City of <br />San Leandro, and PG&E, etc. Critical sewer manholes (e.g. Oro Loma’s 30 and 36-inch mains) <br />would be surveyed to obtain the rim and inverts. <br /> <br />BKF will provide a detailed Utility Analysis that includes an assessment of existing public and <br />private utility infrastructure locations, capacity, and ability to accommodate changes generated <br />by potential development plan demands, including the range of scenarios developed in Task 5 <br />to inform utility concept plans. <br /> <br />Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
