<br /> <br />Page 21 of 65 <br /> <br />San Leandro Certified 2023-2031 Housing Element, the MTC Transit-Oriented Community <br />Policy, Plan Bay Area 2050, the San Leandro 2035 General Plan, the Bay Fair TOD Specific <br />Plan, Zoning, HCD Pro-Housing Designation, MTC Priority Sites Program, State housing law, <br />BART Facilities Standards, and BART TOD- and Access-related Policies & Guidelines. It will <br />also include review of any BART policies or programs related to sustainability, such as the <br />Sustainability Policy, Sustainability Action Plan, Electric Vehicle Charging Policy, and Local <br />Hazard Mitigation Plan. <br /> <br />GCC will also prepare a spreadsheet summarizing and evaluating the existing average <br />residential density, commercial intensity, and parking requirements throughout the TOC Station <br />Area following the methodology TOC Policy Guidance to determine consistency of existing <br />regulations and establish gaps. <br /> <br />Where conflicts exist, GCC will solicit feedback from the PM team on the preferred policy for the <br />Development Plan. After the PM team has reviewed and commented on the document, this will <br />be shared with the greater consultant team in establishing Design Criteria. <br />Deliverables: <br />• Existing Development Policy Spreadsheet <br />• Existing Land Use, Development Policies, and Regulatory Framework Analysis Memo <br />(Note: Memos are internal and will be combined into a final Existing Conditions Memo.) <br />• Existing Land Use, Development Policies, and Regulatory Framework Section of the <br />Existing Conditions Presentation. <br />3.7 Existing Conditions Site Visit <br />The Consultant Team and PM Team will organize a walking site visit of the Development Plan <br />area after existing conditions work has started and key questions have been prepared. This site <br />visit will also be used to prepare for the CBTP Steering Committee Site Tour. <br />Deliverables: <br />• Meeting Support: Agenda, Invite, Photographs, and Internal Minutes <br />• Site Map <br />3.8 Existing Conditions Summary <br />An existing conditions summary will combine memos and graphics in Task 3 into one document <br />and one presentation to serve as a record and resource for the project team.
