<br /> <br />Page 20 of 65 <br /> <br /> <br />3.5 Existing Community Assets and Equity Analysis (CBTP <br />funded) <br />This task will review baseline information available to understand community assets for the <br />Development Plan and CBTP. <br /> <br />• Inventory of Community Assets: GCC will review community assets present and absent in <br />the local, county, and regional area for residents and workers (e.g., job centers, medical and <br />community facilities, grocery stores, parks and open space, recreational facilities, schools <br />and childcare centers, transportation services, transportation access barriers, community <br />gathering spaces, and cultural arts and events spaces). In addition, the consultant team will <br />consult the community through interviews, a survey, and pop up and open house events <br />(outlined in Task 2) to find and map key destinations, community facilities, assets, and <br />needs. <br />• Equity Analysis: GCC will gather data and conduct analysis of baseline disparity indicators <br />(including data disaggregated by race, income, and housing tenure) in the plan area and <br />surrounding neighborhoods based on information from the City’s 2023-2031 Housing <br />Element and Citywide Disparate Impact Study that will identify which community groups are <br />disproportionately impacted by displacement and assess the types of affordable housing <br />needed for target populations. GCC will identify and list critical underrepresented <br />stakeholder groups for participation in the planning process. GCC will also summarize <br />existing equity-related policies, including an inventory of ongoing or recently completed <br />plans, projects, and programs that may affect the area. GCC will lead and UFS will support <br />the review of existing conditions and policy related to community assets to frame an <br />approach to equitable development that ensures that the Development Plan benefits <br />communities who have experienced historical and systematic exclusion from political and <br />policy-making processes. The review will include the City’s Disparate Impact Study, <br />Regional Analysis of Impediments to Fair Housing Choice, 2023-2031 Housing Element, <br />especially Affirmatively Furthering Fair Housing (AFFH) Programs, the City’s recently <br />updated Environmental Justice Element, MTC’s Equity Platform, MTC’s Equity Priority <br />Communities, related MTC Transit Oriented Communities Requirement, and other <br />frameworks and policy documents as directed by the PM team. <br />Deliverables: <br />• Inventory of Community Assets and Equity Analysis Section of Existing Conditions <br />Presentation <br />3.6 Existing Land Use, Development Policies, and Regulatory <br />Framework <br />GCC will provide a memo that summarizes key policies and regulations from GCC’s review of <br />existing land use policies and regulations.
