<br /> <br />Page 31 of 65 <br /> <br />Task 5: Development Plan Alternatives <br />Development <br />The process for developing alternatives will ensure that a range of potential solutions are <br />considered to enable informed decision-making and engagement of Private Partners. The <br />development of alternatives will include preliminary infrastructure, preliminary development plan <br />alternatives, and feasibility analysis of identified alternatives, and will culminate with evaluation <br />of alternatives and presentation to Private Partners in Task 5.5. <br />5.1 Preliminary Development Plan Infrastructure <br />A. Preliminary Flood Control and Grading Concepts <br />Based on the development pattern proposed, BKF will analyze the grading needed to elevate <br />the development areas out of the flood plain. An earthwork analysis and grading model will be <br />used to determine the volume of import needed to raise the site and any detention/ retention <br />needed to normalize the floodplain limits to not impact surrounding areas. <br />B. Preliminary Utility Concepts <br />BKF will provide recommendations for where future utilities can be located as part of <br />alternatives. The concepts will develop preliminary layouts for utility extensions and <br />connections and will cover water, sewer, electricity, gas, telecommunications, and stormwater. <br />BKF will calculate the potential impacts to the sewer trunk main to see if future studies and/or <br />upsizing is needed based on the proposed development scenarios. BKF will analyze the <br />buildout proposed in alternatives to project future energy needs, using standard metrics to <br />calculate energy demand projections reflecting anticipated occupancy and usage scenarios. <br />BKF will then compare projected demand against current capacity to assess if existing <br />infrastructure will meet future needs. Arup will support the production of sustainability concepts <br />related to energy. <br />C. Preliminary Access and TDM Scenarios <br />Arup will work with UFS on the following: <br />• Define which parking and access scenarios to evaluate in agreement with the Project <br />Team (up to three) to support the development phasing plans for Sub-Area 1, based on <br />the defined parking, circulation, mobility hub, and TDM strategies. The scenarios will be <br />evaluated with the Development Capacity Tool built in Task 4. <br />• Prepare an assessment of total parking supply per phase for each scenario, using <br />BART’s Choice Parker model and the Development Capacity Tool. This assessment will <br />include updated information from the travel shed model as inputs. <br />• Identify potential improvements to accommodate the modified circulation strategy within <br />Sub-Area 1 for each of the scenarios, incorporating results from the travel shed analysis. <br />Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
