<br /> <br />Page 32 of 65 <br /> <br />This includes intersection configuration and roadway improvements, as well as <br />identifying preferred locations for the new crossing at the Estudillo Channel. <br />• Analyze and review the scenarios’ performance according to the selected KPIs and <br />prepare a recommended set of parking strategy scenarios for the Sub-Area 1. <br />development, as agreed with the City and BART. This analysis will allow for an iterative <br />process to refine the scenario results. <br />• Determine preliminary functional requirements for station and development access for <br />each of the scenarios, based on the criteria defined in Task 4. These functional <br />requirements will inform the siting parameters for the access infrastructure. <br />• Prepare cross-sections and preliminary street alignments that result from the access <br />scenarios, accommodating sufficient ROW to accommodate active transportation <br />(cyclists and pedestrians), accommodating transit priority. The work developed will be <br />based on the NACTO design guidelines. <br />• Use the analysis results from the parking model and development capacity tool to test <br />the priority intersections for future conditions. Each of the up to 10 priority intersections <br />will be further analyzed in Synchro to compare existing and future level of service (LOS) <br />to identify potential mitigations for the preferred plan alternative/development plan. Each <br />of the 10 priority intersections will be analyzed for up to two future conditions scenarios: <br />with no mitigations and with an identified potential mitigation. <br /> <br />Note 1: The traffic information from the EIR includes traffic counts from 2015, 2016, and 2017. <br />The City of San Leandro has recently collected traffic counts for speed surveys. We assume <br />that this will be the baseline information for our work. If the City requests updated traffic counts, <br />these would be performed as budget allows via Optional Task 3.O.2. <br /> <br />Note 2: Mitigations to improve LOS can conflict with human-scale urban design. Our team will <br />be ready to evaluate trade-offs to recommend optimal solutions for the Development Plan. <br />Deliverables: <br />• Summary of the results of the access scenario analysis, including recommendations for <br />preferred scenario. This will be prepared as an internal memo. <br />• Plans, cross-sections, and diagrams developed in conjunction with alternative base <br />plans. <br />• Preferred Development Plan Alternatives Traffic Analysis Memo (Internal) <br />• Utility Concept Technical Memo <br /> <br />5.2 Preliminary Development Plan Alternatives <br />Three preliminary design alternatives will test different levels of development intensity and <br />public benefit. Alternatives will be provided in illustrative formats.
