Community Based Transportation Plan <br />(CBTP) <br />The Consultant Team will develop a Bay Fair Area Community Based Transportation Plan <br />(CBTP) for the City of San Leandro and County of Alameda in parallel with the City’s <br />Development Plan and Policy Amendments project. The CBTP will follow a similar structure and <br />provide a similar level of detail to the Monterey Road Corridor Community-Based Transportation <br />Plan. The CBTP Study Area will be developed in partnership with the CBTP PM Team based on <br />the methodology described on Page 1 of this scope. <br /> <br /> <br />The CBTP Consultant Team will consist of GCC, UFS, Arup, and BKF. GCC will develop <br />demographics and land use analysis portions of the CBTP, support community engagement <br />efforts, and provide comprehensive QA/QC of the document. UFS will lead community <br />engagement efforts, contribute graphics, and document layout assistance for the CBTP <br />document. Arup will author all transportation-related portions of the CBTP and participate in all <br />outreach activities. BKF will develop cost estimates. <br />9.1 CBTP Administrative Draft <br />The CBTP Consultant Team will compile an Administrative Draft CBTP with chapters on the <br />following topics. <br />A. Introduction <br />The Introduction chapter will introduce the CBTP, define the study area and its relationship to <br />Equity Priority Communities, and review the MTC CBTP Program and Purpose. <br />B. Existing Conditions <br />GCC will build upon existing conditions analysis developed in Task 3 to summarize the study <br />area’s demographics based on the 2020 Decennial Census and 2022 American Community <br />Survey’s 5-year estimates. Tables describing population, household characteristics, age <br />distribution, race and ethnicity, language and English proficiency, income and poverty, and <br />commuting characteristics. The study area will be compared to the City of San Leandro and <br />Alameda County for context. <br /> <br />Arup will summarize the existing access and circulation analysis conducted in Task 3.2 and 3.3 <br />to review the study area’s street network, transit network, bicycle/pedestrian network, and traffic <br />collision data. <br />Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
