Related Plans and Projects
Arup will summarize existing and proposed transit plans, infrastructure plans, bicycle and
pedestrian plans, capital improvement projects, and other relevant transportation plans and
reports that provide additional context for the project area. GCC will provide a summary of
relevant land use plans including Specific Plans, Master Plans, and other guiding land use
documents.
D. Community Engagement and Needs Assessment
UFS and GCC will provide an outreach summary that will describe the results of outreach
activities conducted as part of Task 2. The chapter will summarize general outreach methods
and materials, Community Representative Interviews, Steering Committee members and
meetings, open houses, analyze survey results, and summarize community needs based on
outreach efforts.

Community assets and needs will be assessed through a pop-up event, survey, and open
house, and Steering Committee discussions. Building off of work conducted in Task 3, Arup will
also summarize the gaps in transportation services and infrastructure that compromise the
community’s access to key destinations. After receiving community input on these gaps, Arup
will prioritize transportation gaps and barriers to create a community-prioritized gaps and
barriers ranking.
E. Recommendations
Arup will identify and develop potential multi-modal recommendations to the main gaps and
barriers identified through outreach and needs assessment. Multi-modal recommendations
could include pedestrian infrastructure improvements, bicycle facility improvements, traffic
calming measures, bus stop improvements, and intersection and interchange improvements.
Arup will note where existing programs and planned projects address community-identified
needs. The recommendations will also be designed to integrate with Sub-Area 1 circulation and
transportations improvements proposed under the Development Plan where applicable.
F. Implementation Plan
Arup will prepare an Implementation Plan for the community-based solutions and
recommendations for both City and County Adoption. The plan will identify discrete projects,
programs and policies that could improve access and mobility in the CBTP Study Area, potential
funding sources, staff resources (management and delivery), and an implementation schedule.
BKF will create cost estimates for identified infrastructure improvements.

The implementation plan will also prioritize projects based on criteria developed in collaboration
with the CBTP PM Team. Prioritization criteria could include, but not be limited to: resolution of
a community-ranked mobility gap, equitable mobility improvement, and feasibility.
Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
