Page 58 of 65 Task 11: Environmental Review MIG will lead the Environmental Review, with GCC supporting. The Environmental Review Scope of Work conservatively assumes producing a program level Supplemental EIR that may tier off of previous EIRs (2017 Bay Fair TOD Specific Plan EIR and 2022 Housing Element EIR). MIG’s scope of work proposes two administrative drafts and a screen check of the SEIR. All draft and final Development Plan deliverables shall be provided in an editable MS Word file and a complete PDF document via digital file sharing system. Our budget assumes MIG will receive one consolidated set of comments on all draft documents. 11.1 Administrative Draft Supplemental Environmental Impact Report (SEIR) MIG would prepare an Administrative Draft Supplemental EIR (SEIR) according to CEQA Guidelines Section 15163. The Supplemental EIR would follow the organizational structure of the 2017 Specific Plan EIR. It will analyze the additional environmental impacts associated with the proposed Development Plan and identify any new impacts and mitigation measures needed to reduce the impacts to less than significant levels. The Supplemental EIR will analyze alternatives to the proposed Development Plan that reduce identified impacts. MIG will rely on information and data prepared by the project team to describe the proposed Development Plan and Specific Plan Amendment and to document environmental conditions. MIG will rely on traffic and transportation data prepared by the team transportation engineer to support the air quality, GHG/energy, and noise analysis, and any alternatives analysis needed to address potentially significant transportation impacts associated with the proposed Development Plan. MIG will prepare a 1st Administrative Draft Supplemental EIR, respond to one set of consolidated comments and prepare a 2nd Administrative Draft Supplemental EIR. We will respond to consolidated comments on the 2nd Administrative Draft EIR and provide a Screen Check document for final City approval. MIG’s budget does not include providing any print copies of any deliverables. MIG would prepare the Administrative Draft SEIR with text, illustrations, and tables which clearly and concisely describe the proposed changes to the Bay Fair TOD Specific Plan. The SEIR Development Plan description will heavily rely on text provided by the Development Plan and Specific Plan Amendments documents. For each environmental topic, the Administrative Draft SEIR would summarize how the Bay Fair TOD Specific Plan Update, as well as any changes in environmental conditions since the EIR certification, affect each 2017 Specific Plan EIR impact and mitigation findings, and whether there are any new or substantially more severe significant impact findings or mitigation needs beyond what was previously considered in the certified Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
