In most cases and as necessary for CEQA purposes, the SEIR will reproduce <br />graphics from the documents prepared to support the Development Plan. <br /> <br />If the CEQA evaluation reveals a new significant environmental impact or a substantial increase <br />in the severity of a previously identified significant impact, or if a new or revised mitigation <br />measure is identified which is considerably different from those identified in the certified Specific <br />Plan EIR, this new information will be identified in the Supplemental EIR as a “supplemental <br />impact” or “supplemental mitigation,” as distinguished from a Specific Plan EIR certified EIR <br />impact and certified EIR mitigation. <br /> <br />MIG also will consult with City staff to identify, if necessary, Development Plan alternatives that <br />would avoid or reduce any new or substantially more severe significant impacts identified in the <br />Supplemental EIR compared to the certified Specific Plan EIR. Alternatives might include a No <br />Project alternative and up to two other alternatives (CEQA Guidelines Section 15126.6). Based <br />on the outcome of the Supplemental EIR impact analyses, a new alternatives evaluation might <br />not be necessary. The alternatives discussion will be a distinct chapter in the Supplemental EIR. <br />The EIR will also include discussion of other CEQA required assessments including Significant <br />Unavoidable Impacts, Growth Inducement, Effects Found Less than Significant, Significant <br />Irreversible Commitment of Resources, and Cumulative Impacts. <br /> <br />Please note: this proposal does not include an evaluation of the consistency of the proposed <br />Specific Plan revisions with the various elements of the City’s General Plan. In conformance <br />with CEQA Guidelines Appendix G, the Supplemental EIR will discuss the proposed Specific <br />Plan Update’s consistency with applicable General Plan policies, in response to the following <br />Appendix G and Specific Plan EIR significance criterion: “Would the Development Plan cause a <br />significant environmental impact due to a conflict with any land use plan, policy, or regulation <br />adopted for the purpose of avoiding or mitigating an environmental effect?” <br /> <br />Development Plan -Specific Technical Analyses <br />MIG staff would prepare the following technical analyses and incorporate the work into the <br />Supplemental EIR. <br /> <br />Air Quality <br />The Supplemental EIR air quality analysis would describe any changes to the existing local and <br />regional air quality conditions in the Specific Plan area and vicinity; to the federal, State, and <br />Bay Area Air Quality Management District (BAAQMD) regulations potentially applicable to the <br />updated Specific Plan; and to General Plan and Specific Plan policies and components intended <br />to reduce impacts during Specific Plan implementation. MIG anticipates that much of the <br />existing setting description from the 2017 Specific Plan EIR would remain relevant since the EIR <br />was certified approximately six years ago (in 2017) and there have not been substantial <br />changes to the air quality setting of the Specific Plan area. <br /> <br />Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
