<br />Consulting Services Agreement between City of San Leandro and Last revised 01/29/2025 <br />TRI Commercial for Retail Action Plan Exhibit A – Page 1 of 3 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />Project Approach <br /> <br />I. Initial Research <br /> <br />Task 1 - Document Review: <br />• Review relevant studies, reports, and policy documents provided by the City. <br />The Team will review the relevant reports, studies and policy documents, with TRI Commercial’s Ed Del <br />Beccaro taking lead to ensure all the Team members’ work utilizes an understanding o f these documents <br />and their relevance to the retail action plan. <br /> <br />Task 2 - Data Analysis: <br />• Analyze demographics, sales tax trends, and retail leasing indicators. <br />• Review real estate data (e.g., sale prices, capitalization rates). <br />• Assess vehicle and foot traffic data. <br />• Examine regional/national economic trends, and post-COVID consumer behaviors. <br />For retail brokerage, a tenant representative must have a full understanding of the above data before <br />locating a tenant in a project that will maximize the tenants’ sales volume potential. Because the Consulting <br />Team includes three experienced retail brokers, all data will be analyzed from the perspective of the retail <br />tenant. <br /> <br />The Consulting Team will use tools such as Placer AI, Costar, Landvision, ESRI and Sites USA to evaluate <br />footfall data, property sales trends, physical strengths and weaknesses of existing retail properties within <br />the City limits, along with identifying potential opportunity sites for future retail or mixed use. <br /> <br />Task 3 - Trend Scanning: <br />• Identify technology, e-commerce, population, and cultural trends affecting retail attraction. The application <br />of demographics, population and cultural trends will be applied by The Consulting Team, using a retail <br />tenant broker’s perspective while also taking into account the City’s Economic Development Strategic Plan. <br />The information that affects retail attraction, both positive and negative will be explored and included in the <br />Plan. <br /> <br />Deliverable: Initial Findings Memo: Prepare and present an internal memo with research findings. <br /> <br />II. Industry Outreach <br /> <br />Task 4 - Stakeholder Interviews & Intelligence Gathering: <br />· Engage with local brokers and property owners. <br /> <br />The Consulting Team members have familiarity with local brokers, retailers and many San Leandro <br />property owners. They will hear from the local brokers and property owners regarding the strengths and <br />challenges in the City in relationship to retail tenants and properties.
