Analysis <br /> <br />Task 5 - Void Analysis: <br />• Identify promising retail categories for attraction. <br />The Consulting Team has state-of-the-art technology to perform a retail Void Analysis. This Void Analysis <br />will be used by the Team (specifically the retail brokers) to identify specific categories, such as those whose <br />sales have leaked previously from the City. <br /> <br />Task 6 - Prioritization of Tenants: <br />• Develop a prioritized list of retail tenants and non -retail entities like entertainment and service providers. <br />Using the specific missing retail/restaurant and service categories from the Void Analysis, the Team will <br />provide a list of retailer contact information for future outreach. <br /> <br />Task 7 - Site Assessments: <br />• Evaluate the City’s identified three (3) retail properties, noting parking, infrastructure, zoning, and other <br />factors <br /> <br />The retail brokers on the Consulting Team have a current understanding of how San Leandro’s retail <br />centers fit within the Bay Area retail picture. Along with other Team members a re-evaluation and <br />assessment of the three retail centers will be completed and provided to the City with the opportunities and <br />challenges associated with each center. <br /> <br />Task 8 – Permanently Deleted <br /> <br />Task 9 - Regulatory Review: <br />• Team will review the City’s Land Use Table for commercial and make suggestions for changes to zoning <br />and commercial uses definitions. <br />• Team will also discuss with staff, or staff’s consultant the processes a new business must go thru to pull a <br />use or building permit. Team will give suggestions on how these might be streamlined. <br />• Team will provide feedback and examples of preferred processe s most appropriate for San Leandro. <br /> <br />Because zoning and permitting are huge challenges in retail leasing today, part of the team will meet with <br />the City’s Community Development department to gather information on zoning, specific plan updates, and <br />the City’s entitlement and permitting process to determine if any changes can be made to streamline and <br />simplify zoning and permit requirements. <br /> <br />IV. Retail Attraction Strategy <br /> <br />Task 10 - Strategy Attraction Development: <br />• Work with City staff to create short- and long-term retail attraction strategies. <br />• Develop a 12-month action plan for retail attraction efforts. <br />• Conduct Retail Outreach 101 Training Session with City staff (Optional) <br />The Consulting Team will analyze research and information collected in the assessment tasks of the City’s <br />Docusign Envelope ID: 96DA5B41-FB24-4D58-9898-0D1B10B3F8B0
