IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-081 <br /> <br />RESOLUTION TO ACCEPT AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL DOCUMENTS <br />NECESSARY TO RECEIVE A TECHNICAL ASSISTANCE GRANT FROM THE METROPOLITAN <br />TRANSPORTATION COMMISSION (MTC) IN THE AMOUNT OF $265,000 TO EXAMINE STATION ACCESS <br />AND CIRCULATION AROUND THE CITY’S FIVE BUS RAPID TRANSIT (BRT) STATIONS AND BOARDING <br />PLATFORM AND REAFFIRM THE CITY’S SUPPORT OF LOCAL IMPLEMENTATION OF MTC’S TRANSIT- <br />ORIENTED COMMUNITIES (TOC) POLICY <br />WHEREAS, on September 30, 2024, the Metropolitan Transportation Commission (“MTC”) <br />announced a Call for Projects for Transit Oriented Communities (TOC) Planning and Implementation Grants, <br />and informed local jurisdictions of a November 22, 2024, deadline for submittal of Applications, as well as <br />grant application guidance and requirements including compliance with the TOC Policy; and <br />WHEREAS, in 2023 MTC identified three TOC areas in the City of San Leandro: E. 14th Street Corridor <br />(four AC Transit-operated TEMPO Bus Rapid Transit (BRT)), San Leandro Station, and Bay Fair Station; and <br />WHEREAS, on November 22, 2024, staff applied to MTC to propose an access gap study of the four <br />BRT Stations and the BRT boarding platform at San Leandro Station (“the Study”) in response to the MTC’s <br />Call for TOC Planning and Implementation Projects, and <br />WHEREAS, on February 14, 2025, MTC awarded the City of San Leandro (the “City”) a TOC Planning <br />Grant (“TOC Grant”) in the amount of $265,000 in technical assistance funds to conduct the Study; and <br />WHEREAS, the City would work in partnership with BART and AC Transit to conduct the Study; and <br />WHEREAS, the grant activities would implement numerous policies and programs to advance City <br />Council Priorities related to Infrastructure and Economic Development; and <br /> <br />WHEREAS, the City previously accepted $1.8 million from MTC’s Priority Development Area Grant and <br />committed to achieving TOC Policy compliance in its acceptance of the grant; and <br />WHEREAS, the MTC adopted Resolution No. 4530 1, the TOC Policy 2; and <br />WHEREAS, the TOC Policy incentivizes local jurisdictions to plan and zone for higher residential and <br />commercial densities in areas within one half mile of existing and planned fixed-guideway transit stops and <br />stations to support the region’s transit investments and implement key GHG reduction strategies from Plan <br />Bay Area 2050; and <br />WHEREAS, incentivizing local jurisdictions to also adopt policies focused on increasing housing <br />production of all types, particularly affordable housing production, preservation and protection, <br />commercial anti-displacement and stabilization, parking management, and transit station access and <br />circulation further supports regional transit investments and Plan Bay Area 2050 implementation; and <br /> <br />1 https://mtc.ca.gov/sites/default/files/documents/2023-11/MTC_Resolution_4530.pdf <br />2 https://mtc.ca.gov/planning/land-use/transit-oriented-communities-toc-policy
