RESOLUTION NO. 2025-081 2 <br />WHEREAS, the TOC Policy establishes different compliance expectations for existing and planned <br />station areas based on the level of transit service; and <br />WHEREAS, the TOC Policy identifies four TOC Policy areas (density, housing affordability, parking, and <br />access/circulation); and <br />WHEREAS, MTC conditions the allocation of regional discretionary funding for fixed-guideway transit <br />extension projects on compliance with the TOC Policy; and <br />WHEREAS, MTC anticipates that future regional funding, such as the One Bay Area Grant (OBAG) <br />program, will consider compliance with the TOC Policy as part of the prioritization and project selection <br />process starting with OBAG 4, expected in 2026; and <br /> <br />WHEREAS, a City Council resolution authorizing the TOC Grant applications and commitment to <br />being TOC compliant is required to be eligible for grant funds. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. The City Council accepts and the City Manager or her designee is hereby authorized to receive and <br />execute all documents necessary for the TOC Planning and Implementation Grants for $265,000 <br />from the Metropolitan Transportation Commission's (MTC's) Call for Projects; and <br /> <br />2. That City of San Leandro commits to completing the associated Station Access Gap Study work <br />scope(s) following an MTC grant award by applying for these funds; and <br /> <br />3. That the City of San Leandro intends to adopt relevant plans, policies or zoning updates emerging <br />from the work completed through this and other MTC grants to comply with the TOC Policy related <br />to station access requirements. <br />Introduced by Councilmember Aguilar and passed and adopted this 7th day of July 2025 by the <br />following vote: <br /> <br />AYES: Councilmember Aguilar, Azevedo, Boldt, Bowen, Simon, Viveros-Walton, Mayor González (7) <br /> <br />NOES: None (0) <br /> <br />ABSENT: None (0) <br /> <br />ATTEST: ____________________________ <br /> Sarah K.
