<br />BARTLE WELLS ASSOCIATES 15 | Pag e <br /> City of San Leandro Draft 2024 Wastewater Rate Study <br />Table 6 – Wastewater Loadings <br /> <br />4.4 Functional Allocation <br />The next step in the cost of service analysis is to assign wastewater system costs in each allocation category for <br />revenue recovery via the functional cost components of customer service, flow, BOD (biochemical oxygen <br />demand), and TSS (total suspended solids). While there is no single correct approach for cost allocation, BWA <br />believes that costs should be allocated within a reasonable range that reflects both a) underlying cost causation, <br />to the extent such causation can reasonably be determined or estimated, and b) the policy preferences of the <br />agency in cases where a range of reasonable approaches can be justified. This process is intended to <br />proportionately allocate costs to each functional component to determine the revenue requirement for each <br />component.
