City of San Leandro <br />City Council <br />Meeting Date: March 17, 2025 <br />Agenda Number: 5.b. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-089 <br />File Type: Staff Report <br />Adopt Two (2) Resolutions to: 1) Approve and Authorize the City Manager to Execute Amendment No. 3 <br />to an Agreement with Alameda County for Homeless Housing, Assistance and Prevention (HHAP) <br />Funding; and <br />2) Approve and Authorize the City Manager to Negotiate and Execute an Agreement with Building <br />Futures for Women and Children in an Amount Not-to-Exceed $200,446 in HHAP Funds for Fiscal Year <br />2025-2026 Shelter Operations <br />COUNCIL PRIORITY <br />·Housing and Homelessness <br />SUMMARY <br />The Homeless Housing, Assistance, and Prevention (HHAP) grant program, established on July <br />31, 2019, provides flexible block grant funding to combat homelessness. Since its inception, <br />nearly $3 billion in HHAP funds have been distributed across California, with the City of San <br />Leandro receiving $1,024,091 through Alameda County. In February 2025, the County announced <br />an additional allocation of $200,446. Staff recommend that the City Council authorize the City <br />Manager to execute a third amendment to the existing County agreement and to enter into an <br />agreement with Building Futures for Women and Children for up to $200,446 in HHAP funds. <br />HHAP funding will be used to support the ongoing operations of San Leandro Shelter and Sister <br />Me Home, which provide critical services in the community. <br />RECOMMENDATIONS <br />Staff recommend the City Council: <br />1.Approve and Authorize the City Manager to Execute Amendment No. 3 to an Existing <br />Agreement with Alameda County to Increase Homeless Housing, Assistance, and <br />Prevention (HHAP) Funding by $200,446 for an Amended Total of $1,224,537 and Extend <br />the Term of the Agreement through June 30, 2026; and <br />2.Approve and Authorize the City Manager to Negotiate and Execute an Agreement with <br />Building Futures for Women and Children in an Amount Not-to-Exceed $200,446 in HHAP <br />Grant Funds for Fiscal Year 2025-2026 Shelter Operations . <br />BACKGROUND <br />Established on July 31, 2019 by the State of California, the Homeless Housing, Assistance, and <br />Prevention (HHAP) grant program provides flexible block grant funding for communities to end <br />Page 1 City of San Leandro Printed on 9/4/2025
