City of San Leandro <br />City Council <br />Meeting Date: March 17, 2025 <br />Agenda Number: 5.d. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-095 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute a Non-Professional Services <br />Agreement with ACCO Engineered Systems for Golf Irrigation Station Repair Phase 2 for $167,552.65 <br />and to Negotiate and Approve Cumulative Change Orders up to 15% or $25,132.90 of the Original <br />Contract Amount, for a Total Not-to-Exceed Amount of $192,685.55, Budgeted in Account <br />593-52-113-5240 <br /> <br />COUNCIL PRIORITY <br />·Infrastructure <br /> <br />SUMMARY <br /> <br />The project will replace a pump located at the City’s Golf Irrigation Station , which supplies <br />recycled water from the City’s Water Pollution Control Plant. <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends that the City Council adopt a resolution to approve and authorize the City <br />Manager to execute a Non-Professional Services Agreement with ACCO Engineered Systems <br />for $167,552.65, which includes authorization to negotiate and approve cumulative change orders <br />up to 15% or $25,132.90 of the original contract amount, for a total not-to-exceed amount of <br />$192,685.55. <br /> <br />BACKGROUND <br />The Golf Irrigation Station supplies recycled water from the City’s Water Pollution Control Plant to <br />the Monarch Bay Golf Course. The supply of this recycled water saves potable water resources, <br />reduces irrigation costs for the Golf Course, and lowers nutrients entering the Bay. In August <br />2023, the pump casing structure developed a leak and the station was taken out of service. In <br />summer 2024, the City contracted with ACCO to remove the structure and install temporary <br />piping to restore the station to service. This second phase of the project will install a new casing <br />structure to return the station to normal operations. <br /> <br />Analysis <br /> <br />Procurement for this project was conducted using cooperative purchasing through Sourcewell, <br />formerly the National Joint Powers Alliance (NJPA), and a project delivery method called Job <br />Order Contracting (JOC).
