<br /> <br />3 <br />Local 21/SLCEA Memorandum of Understanding January 1, 2025 – December 31, 2029 <br />proposed to be adopted by the City Council or such boards and commissions; and shall <br />give the Union the opportunity to meet with the City Council or such boards and <br />commissions. The Union shall give reasonable written notice to the Municipal Employee <br />Relations Officer of any matter within the scope of representation, including matters <br />subject to consultation, proposed to be communicated to the City Council or such boards <br />and commissions. <br /> <br />In cases of emergency when the City Council or such boards and commissions determine <br />that an ordinance, rule, resolution or regulation must be adopted immediately without prior <br />notice or meeting with the Union, the City Council or such boards and commissions shall <br />provide such notice and opportunity to meet at the earliest practicable time following the <br />adoption of such ordinance, rule, resolution, or regulation. <br /> <br />Section 4. Union Rights <br /> <br />Employees participating in union activities are required to conduct such activities on their <br />own time (including rest and meal breaks) and not during regularly assigned work hours, <br />except as defined below. <br /> <br />4.1 Reasonable Time Off to Meet and Confer, Process Grievances and Conduct Official <br />Union Business Without Loss of Compensation <br /> <br /> The Union may select not more than four (4) employee members to attend formal <br />meet and confer sessions for the purpose of negotiating memoranda of <br />understanding. In addition, the Union may select not more than two (2) employee <br />members to attend scheduled meetings with the Municipal Employee Relations <br />Officer, other management officials, and the Union staff representative on subjects <br />within the scope of representation during regular work hours. Where circumstances <br />warrant, the Municipal Employee Relations Officer may approve the attendance at <br />such meetings of additional employees. Such approval shall not be unreasonably <br />denied. The Union shall, whenever practicable, submit the names of all such <br />employees to the Municipal Employee Relations Officer at least two (2) working days <br />in advance of such meetings. Provided further that: <br /> <br />A. no employee member shall leave their work station or assignment without <br />approval of the department head or other authorized City management official. <br /> <br />B. any such meeting is subject to scheduling by City management in a manner <br />consistent with operating needs and work schedules. <br /> <br /> Union time off shall be granted up to two (2) hours per month for up to two (2) officers <br />or stewards of the Union, for the purposes of investigating and processing <br />grievances. <br /> <br />Union time off shall be granted for the Union’s identified Executive Board members <br />to arrive thirty (30) minutes prior to the Union’s monthly membership meetings.
