City of San Leandro <br />880 Doolittle Drive Industrial Project <br /> <br />ES-6 <br />Population and Housing, Public Services, Recreation, Tribal Cultural Resources, Utilities and Service <br />Systems, and Wildfire. Impacts to Greenhouse Gas Emissions, Hazards and Hazardous Materials, <br />Noise, and Transportation were found to be potentially significant and are addressed in this EIR. <br />Summary of Impacts and Mitigation Measures <br />Table ES-1 includes a brief description of the environmental issues relative to the proposed project, <br />the identified environmental impacts, proposed mitigation measures, and residual impacts. Impacts <br />are categorized by significance. Per Section 15123(b) of the State CEQA Guidelines, Table ES-1 <br />addresses only those impacts determined to be potentially significant in either the Initial Study <br />(Appendix A) or the EIR, or both. Significant and unavoidable adverse impacts require a statement of <br />overriding considerations to be issued per Section 15093 of the State CEQA Guidelines if the project <br />is approved. Significant but mitigable impacts are adverse impacts that can be feasibly mitigated to <br />less than significant levels and which require findings to be made under Section 15091 of the State <br />CEQA Guidelines. Less than significant impacts would not exceed significance thresholds and <br />therefore would not require mitigation. <br />The Initial Study found that the proposed project would have significant but mitigable impacts on air <br />quality, biological resources, cultural resources, and tribal cultural resources. The Initial Study <br />addresses these issues and provides mitigation measures, which are summarized in Table ES-1 <br />below. These issues, as well as those issues found to have less than significant impacts in the Initial <br />Study, are not analyzed further in this EIR. Discussion of these impacts may be found in the Initial <br />Study (Appendix A). Issues that were found to have potentially significant impacts in the Initial Study <br />and therefore required additional analysis in the EIR include greenhouse gas emissions, hazards and <br />hazardous materials, noise, and transportation. Table ES-1 summarizes the impacts related to these <br />issues as well as applicable mitigation measures to reduce impacts, as identified in this EIR. <br />Impacts are categorized as follows: <br /> Significant and Unavoidable. An impact that cannot be reduced to below the threshold level <br />given reasonably available and feasible mitigation measures. Such an impact requires a <br />Statement of Overriding Considerations to be issued if the project is approved per §15093 of the <br />CEQA Guidelines. <br /> Less than Significant with Mitigation Incorporated. An impact that can be reduced to below the <br />threshold level given reasonably available and feasible mitigation measures. Such an impact <br />requires findings under §15091 of the CEQA Guidelines. <br /> Less than Significant. An impact that may be adverse but does not exceed the threshold levels <br />and does not require mitigation measures. However, mitigation measures that could further <br />lessen the environmental effect may be suggested if readily available and easily achievable. <br /> No Impact: The proposed project would have no effect on environmental conditions or would <br />reduce existing environmental problems or hazards. <br />
