Introduction <br /> <br />Environmental Impact Report 1-9 <br />Table 1-2 Issues Not Studied in the EIR <br /> <br /> Aesthetics Agriculture and Forestry Resources <br /> Air Quality Biological Resources <br /> Cultural Resources Energy <br /> Geology and Soils Hydrology and Water Quality <br /> Hydrology and Water Quality Land Use and Planning <br /> Mineral Resources Population and Housing <br /> Public Services Recreation <br /> Tribal Cultural Resources Utilities and Service Systems <br /> Wildfire <br />Impacts included in the Initial Study that would be less than significant with implementation of <br />mitigation include: <br /> Air Quality: Construction of the proposed project would generate wind-blown dust that could <br />contribute particulate matter into the local atmosphere. With implementation of Mitigation <br />Measure AQ-1, this impact would be less than significant. <br />AQ-1 BAAQMD Best Management Practices for Construction-Related Fugitive <br />Dust Emissions <br />The project applicant shall require all construction contractors to implement the basic <br />construction mitigation measures recommended by BAAQMD to reduce fugitive dust emissions. <br />Emission reduction measures will include, at a minimum, the following measures: <br />1. All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, and unpaved <br />access roads) shall be watered two Ɵmes per day. <br />2. All haul trucks transporƟng soil, sand, or other loose material off-site shall be covered. <br />3. All visible mud or dirt track-out onto adjacent public roads shall be removed using wet <br />power vacuum street sweepers at least once per day. The use of dry power sweeping is <br />prohibited. <br />4. All vehicle speeds on unpaved roads shall be limited to 15 mph. <br />5. All roadways, driveways, and sidewalks to be paved shall be completed as soon as possible. <br />Building pads shall be laid as soon as possible aŌer grading unless seeding or soil binders are <br />used. <br />6. All excavaƟon, grading, and/or demoliƟon acƟviƟes shall be suspended when average wind <br />speeds exceed 20 mph. <br />7. All trucks and equipment, including their Ɵres, shall be washed off prior to leaving the site. <br />8. Unpaved roads providing access to sites located 100 feet or further from a paved road shall <br />be treated with a 6- to 12-inch compacted layer of wood chips, mulch, or gravel. <br />9. Publicly visible signs shall be posted with the telephone number and name of the person to <br />contact at the lead agency regarding dust complaints. This person shall respond and take <br />correcƟve acƟon within 48 hours. The Air District’s General Air PolluƟon Complaints number <br />shall also be visible to ensure compliance with applicable regulaƟons.
