16 <br /> <br />Ordinance No. 2023-015 sets the Mayor’s salary at $3,800 per month, or $45,600 annually <br />beginning January 1, 2025. <br /> <br />Councilmember compensation is subject to a review and re-evaluation in even years, to coincide <br />with new Councilmembers being seated. <br />The Mayor shall receive a salary established by ordinance as approved by a majority of the City <br />Council. Also, the Mayor shall be entitled to the same benefits and reimbursement for expenses <br />as Councilmembers. (Section 260, City Charter) <br /> <br />The Mayor is provided a car allowance of Three Hundred Seventy-Five Dollars ($375.00) per <br />month or $4,500 annually, instead of the travel reimbursement aƯorded other Councilmembers. <br />(San Leandro Administrative Code, Title 1, Chapter 5.) <br />(Appendix A--Guidelines regarding the Setting of the Mayor’s Salary, are included for reference at <br />the back of the handbook. These guidelines were approved by the City Council on February 4, <br />2002.) <br />REQUESTS FOR FUTURE AGENDA ITEMS AND URGENT REFERRALS <br />All City Council items brought forward at City Council meetings under “Council Requests for <br />Future Items” shall be added to the City Council Priority List to be prioritized at a subsequent City <br />Council planning retreat or session. An exception to the normal referral process is defined as an <br />urgency referral. Urgent referrals should be used most judiciously to support the capacity <br />necessary to complete the Council’s identified priorities. <br />Items referred by Council as Urgent Matters shall be prioritized ahead of other already established <br />priorities and will impact staƯ’s progress on other high priority projects. An urgent referral must <br />meet the following criteria and be defined as part of the referral: The criteria for urgency is defined <br />as an action necessary to immediately preserve the life, health and safety of the community, or <br />failure to respond in an expeditious manner could result in harmful legislative or financial <br />consequences for the city. Because no discussion is allowed on the nature of the urgency, an <br />urgent referral requires a 2/3 vote, which is 5 members of the Council to move forward with the <br />urgency referral. <br />All requests made shall be submitted to the City Manager and City Clerk in writing and in advance <br />of the City Council meeting, to ensure the correct language for the permanent record. <br />REQUESTS FOR PROCLAMATIONS <br />Proclamations are issued by the Mayor or on behalf of the Mayor throughout the year to <br />celebrate or recognize a group or individual of local relevance or promotes activities taking place <br />in the City of San Leandro. Annually in January the City Council adopts the Proclamation <br />recipients for the year. <br />During the year, opportunities to issue other proclamations may arise. If there is a request for an <br />Urgent Proclamation, it must be presented during the Future Agenda Items portion of a City <br />Council meeting and receive a majority vote to move forward. <br />The general criteria for the issuance of proclamations are as follows: <br />a) Issues with widespread community interest or concern, with a primary emphasis on
