When an item appeared on the agenda of and was continued from, a meeting held <br />not more than five days earlier. <br /> <br />DISTRIBUTION OF AGENDA <br />If practicable, the agenda and agenda packet shall be provided to Councilmembers the <br />Wednesday preceding the Monday meeting to which it pertains. Council packets shall be <br />delivered electronically through City Email and published on the City’s website. Holiday <br />schedules may impact this timeline. <br /> <br />PUBLIC HEARINGS <br />Anyone wishing to speak regarding a Public Hearing item shall do so at that time. The order of <br />business for public hearings is as follows: <br />1. Staff presentation <br />2. Applicant/Appellant, if any – 10 minutes <br />3. City Council Questions/Clarifications <br />4. Public Comments – 2 minutes per speaker, subject to adjustment by the Mayor <br />5. Applicant/Appellant Rebuttal, if any – 5 minutes <br />6. City Council Comments/Questions/Action <br />Councilmembers should not speak to an issue until the public hearing has been closed. If a <br />Councilmember has met or communicated with a proponent/developer or opponent of the <br />subject hearing, they should acknowledge such meeting or communication before the opening of <br />the hearing. Once a hearing is closed, it is inappropriate for the public to speak except to answer <br />an inquiry of Council Members addressed through the Presiding Officer. <br /> <br />CONSENT CALENDAR <br />Consent Calendar items are routine and are considered for approval by the City Council with a <br />single action. The City Council may remove items from the Consent Calendar for discussion and <br />vote on the item as a separate matter. Items listed on the Consent Calendar are deemed to have <br />been read by title. <br /> <br />
