City of San Leandro <br />City Council <br />Meeting Date: June 2, 2025 <br />Agenda Number: 5.d. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-238 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute a Supplement to the Master <br />Funding Agreement with the Metropolitan Transportation Commission (MTC) to Accept an Active <br />Transportation Capital Design Technical Assistance Grant from MTC in the Amount of $100,000 for the <br />Hesperian Boulevard Bike Lane Gap Closure Project <br />COUNCIL PRIORITY <br />·Infrastructure <br />·Public Safety <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution approving and authorizing the City <br />Manager to execute a Supplement to the existing Master Funding Agreement with MTC to accept <br />a $100,000 Technical Assistance Grant from the Metropolitan Transportation Commission (MTC) <br />for the Hesperian Boulevard Bike Lane Closure Project (Project). <br />BACKGROUND AND ANALYSIS <br />The Hesperian Boulevard Bike Lane Closure Project proposes Class IV separated bike lanes on <br />Hesperian Boulevard from East 14th Street to Bay Fair Drive. The Project was identified in the <br />City’s Local Roadway Safety Plan as a priority location based upon the number of collisions <br />along the corridor. The proposed improvements align with the City’s Bicycle and Pedestrian <br />Master Plan that recommends separated bike lanes along Hesperian Boulevard. <br />In October 2024, MTC issued a coordinated Call for Projects for the Active Transportation Capital <br />Design Technical Assistance Program for jurisdictions seeking technical assistance to support <br />work focused on Climate Program Implementation and reducing greenhouse gas emissions. <br />Active transportation trips help to reduce greenhouse gas (GHG) emissions. This call has <br />identified technical assistance for project design to help advance active transportation projects to <br />construction as an eligible project. <br />The Active Transportation Capital Design Technical Assistance Program supports Plan Bay Area <br />2050’s 19% per capita GHG emissions reduction target, as well as the Plan’s strategy to build a <br />complete streets network to encourage walking, biking, and other mobility options. MTC seeks to <br />achieve three main objectives as noted below, by investing in all All-Ages and Abilities (AAA) <br />facilities on the Active Transportation (AT) Network: <br />·Equity - Invest in areas where there is the greatest need for affordable transportation <br />options, and where active trips can connect people with transit services for longer distance <br />Page 1 City of San Leandro Printed on 9/4/2025
