THE PLANNING <br />PROCESS <br />The City of San Leandro selected the <br />WRT Consultant Team to engage the <br />community, evaluate existing conditions, <br />and ultimately, develop this plan. As <br />illustrated in Figure 1.1, the process <br />commenced fall 2023 and the Plan was <br />adopted in Spring 2025. The process <br />included extensive pubic engagement <br />efforts, which are detailed further in <br />Chapter 3: Our Vision & Priorities. <br />BUILDING ON OTHER <br />PLANNING EFFORTS <br />Building on San Leandro’s previous planning efforts, <br />particularly the 2035 General Plan, is essential for <br />ensuring the recreation and parks system works in <br />synergy with other community elements, such as housing, <br />transportation, and land use. The Recreation and Parks <br />Master Plan integrates and advances adopted strategies <br />to ensure the City’s parks and recreation initiatives <br />complement broader City goals. An overview of related <br />efforts follows: <br />• San Leandro 2035 General Plan (2016) is a <br />long-term blueprint guiding San Leandro’s growth. <br />The Open Space, Parks, and Conservation element <br />sets goals for expanding and improving park access, <br />addressing climate challenges, and establishing <br />service standards for City parks, which are reflected <br />in this Master Plan. <br />• San Leandro Creek Trail Master Plan (2017) <br />envisions a multi-use trail along San Leandro Creek to <br />connect communities, enhance recreation, and restore <br />local ecology. Currently under construction, the trail <br />will ultimately link Lake Chabot Regional Park and the <br />San Francisco Bay Trail. It will serve as a valuable <br />recreational resource to the San Leandro community <br />who has expressed a strong preference for additional <br />trails and access to San Leandro Creek. <br />• San Leandro Climate Action Plan (2021) outlines <br />steps to reduce greenhouse gas emissions, adapt <br />to climate impacts, and ensure equitable access to <br />resources, including green spaces. It also emphasizes <br />park accessibility within a 10-minute walk for all <br />residents, which is analyzed as part of this Master Plan. <br />• City of San Leandro Bicycle & Pedestrian <br />Master Plan (2024) supports active transportation <br />and safe access to parks through improving bicycle <br />and pedestrian infrastructure. This Recreation and <br />Parks Master Plan builds off the recommendations <br />of this plan to increase accessibility to parks and <br />recreational opportunities. <br />• Bay Fair TOD Specific Plan (2020) aims to <br />develop a mixed-use, transit-oriented development <br />with enhanced public spaces. Several of the specific <br />plan’s priorities align with the Recreation and Parks <br />Plan’s objectives, including access to green spaces, <br />improved mobility, and the establishment of a <br />community destination. The Bay Fair TOD area offers <br />a significant opportunity for the City of San Leandro <br />to build new parks that meet the needs identified in <br />this Master Plan. <br />• San Leandro Age-friendly Action Plan (2024) is <br />a roadmap for supporting older adults, with priorities <br />for health, safety, and social connection. It includes <br />park-related initiatives like shuttle services and <br />intergenerational programs, which is in line with the <br />goals and objective of this Master Plan. <br />• San Leandro Trees Master Plan (on-going) <br />seeks to improve community health by increasing <br />urban tree canopy.
