San Leandro’s built-out condition and limited financial <br />resources make it challenging to provide new recreational <br />opportunities independently. However, forming strategic <br />partnerships with regional and local organizations can <br />significantly enhance the city’s ability to meet recreational <br />needs. Collaborating with key partners can augment the <br />city-wide park system, expand recreational programming, <br />and create innovative solutions to shared challenges. <br />Public School Districts <br />San Leandro and San Lorenzo Unified Public School <br />Districts offer significant potential for partnerships, as school <br />grounds can provide valuable recreational opportunities if <br />effectively managed. Although joint-use agreements exist, <br />they lack clarity and consistency, limiting their dependability <br />as recreational resources for the city and its residents. <br />RECOMMENDATIONS: <br />2.1 Partner with San Leandro and San <br />Lorenzo Unified Public School Districts <br />A) Revise joint-use agreements with the school districts to <br />clearly define parameters for city programming, public <br />access, maintenance, and cost-sharing. <br />i) Ensure consistent rules for public use, including <br />specific facilities and hours of access. <br />ii) Establish clear guidelines for hosting city programs at <br />school facilities such as gyms, multi-purpose rooms, and <br />fields. <br />iii) Define maintenance responsibilities and cost- <br />sharing agreements for facility upkeep. <br />B) Establish agreements with the school districts to <br />assess and implement cost-shared improvements to <br />school grounds, referencing the School Facility Park <br />Standards on page 80. <br />GOAL 2: <br />ESTABLISH STRATEGIC PARTNERSHIPS <br />Madison Elementary School <br />East Bay Regional Park <br />District (EBRPD) <br />EBRPD manages Oyster Bay Regional Park, parts of the <br />San Francisco Bay Trail, and nearby Chabot Regional <br />Park. Strengthening the partnership with EBRPD can <br />ensure these facilities meet resident needs and help <br />address high-priority community goals. <br />RECOMMENDATIONS: <br />2.2 Partner with East Bay Regional Park <br />District (EBRPD) <br />A) Collaborate with EBRPD to enhance Oyster Bay <br />Regional Park and improve amenities such as trails, picnic <br />areas, and restrooms. <br />B) Partner with EBRPD and other Bay Trail operators to <br />ensure a consistent, high-quality Bay Trail experience <br />through San Leandro. <br />Alameda County <br />The Alameda Flood Control District maintains and <br />operates the San Leandro, Estudillo, and San Lorenzo <br />canal systems, which present significant opportunities <br />for trail expansion—a top community priority. While the <br />San Leandro Creek Trail is already planned, additional <br />opportunities exist to develop publicly accessible <br />trails along these canals, enhancing connectivity and <br />recreational options. <br />RECOMMENDATIONS: <br />2.3 Partner with Alameda County Flood <br />Control District <br />A) Work with Alameda Flood Control District to <br />ensure the San Leandro Creek Trail is implemented <br />effectively and integrates seamlessly with the city’s active <br />transportation and recreation systems. <br />B) Collaborate with Alameda Flood Control District <br />to explore and assess the feasibility of developing <br />public trails along the San Lorenzo and Estudillo <br />Canals, prioritizing safety, accessibility, and community <br />connectivity. <br />Neighboring Municipalities <br />& Regional Agencies <br />Collaborating with neighboring jurisdictions, such as <br />Oakland and the Hayward Area Recreation District <br />(HARD), presents opportunities to enhance recreational <br />access and address gaps near San Leandro’s city <br />boundaries. <br />RECOMMENDATIONS: <br />2.3 Partner with Neighboring <br />Municipalities and Regional Agencies <br />A) Develop operating and partnership agreements, such <br />as Memorandums of Understanding (MOUs), and seek <br />approval from the City and partner governing bodies. <br />B) Collaborate with the Metropolitan Transportation <br />Commission (MTC) to close the remaining gaps in the <br />San Francisco Bay Trail. <br />C) Explore partnerships with organizations like the <br />Hayward Area Shoreline Planning Agency (HASPA) <br />to support regional open space conservation and trail <br />development. <br />San Leandro Park Master Plan | 64 DRAFT DRAFT 65 | Realizing Our Vision
