See Table 3.1. <br />Improving the park experience in San Leandro requires <br />expanding and diversifying park amenities to meet the <br />evolving needs of the community. Parks are essential <br />for promoting physical activity, social interaction, and <br />community well-being, and it is important to provide <br />spaces that cater to a wide range of activities, interests, <br />and age groups. This includes balancing active and <br />passive amenities and creating environments that are safe <br />and welcoming. The following recommendations focus on <br />expanding recreational opportunities, enhancing comfort <br />and safety, and addressing community needs to ensure <br />parks remain functional and engaging for all users. <br />RECOMMENDATIONS: <br />4.1 Upgrade Existing Parks <br />A) Adopt park standards outlined on pages 74-79 and <br />upgrade existing parks to align with these standards <br />where feasible. <br />B) Fund and implement Park-by-Park improvements as <br />detailed in Table 5.2 to address specific needs and <br />deficiencies across the park system. <br />C) Fund and construct high-priority amenities, as <br />indicated in Figure 3.1, to existing parks, focusing on the <br />most requested or underserved features. <br />D) Ensure amenities are well-balanced across the park <br />system, redistributing high-use amenities to areas where <br />they are needed most. <br />E) Utilize professional landscape architectural expertise <br />(internal or external) to oversee park design and <br />improvements, ensuring high quality design and consistency. <br />4.2 Improve Park Comfort <br />A) Add more comfort amenities such as restrooms, <br />seating, water fountains, and trash receptacles to <br />enhance the park experience. <br />B) Increase shade in parks by installing shade structures <br />and planting more trees, following the guidance outlined <br />in the Tree Master Plan. <br />C) Develop a Recreation and Park Signage & <br />Wayfinding Plan to establish consistent signage siting, <br />style, content, and materials. <br />D) Adopt a formal maintenance management plan <br />that includes maintenance standards, a turf managment <br />program, performance metrics, and cost analyses. <br />E) Implement a centralized irrigation system and a GIS- <br />based asset management system for better scheduling, <br />tracking, and management of maintenance activities. <br />F) Increase maintenance staffing levels by 2.45 FTEs <br />to improve service delivery and help meet operational <br />demands. <br />4.3 Improve Park Sense of Safety <br />A) Install adequate lighting in key areas, such as <br />pathways, entrances/exits, parking lots, and recreational <br />zones, to enhance public safety and security. <br />B) Increase park activation through expanded <br />programming, higher-use amenities, and lighting that <br />extends park hours for evening use. <br />C) Improve regulation enforcement to ensure safe and <br />responsible park use . <br />D) Prioritize park safety improvements in parks with high- <br />incident reporting. <br />GOAL 4: <br />IMPROVE PARK EXPERIENCE <br />San Leandro Park Master Plan | 68 DRAFT DRAFT 69 | Realizing Our Vision
