In the event any section or portion of this Ordinance shall be determined invalid or <br />unconstitutional, such section or portion shall be deemed severable and all other sections <br />or portions hereof shall remain in full force and effect. <br />SECTION 5. Effective Date and Publication. <br />This Ordinance shall become effective thirty (30) days after its adoption. The City Clerk <br />shall have this Ordinance published in a newspaper of general circulation within fifteen <br />(15) days after its adoption or have a summary of the Ordinance published twice in a <br />newspaper of general circulation, once five days before its adoption and again fifteen days <br />after its adoption. <br /> <br />The foregoing Ordinance was PASSED AND ADOPTED by the City Council of the City of San <br />Leandro, at a regular meeting of said Council on ________ by the following vote:
