The City has also established a daytime drop-in center during the winter months to offer <br />temporary shelter and referrals. Despite these efforts, the demand for shelter beds and transitional <br />housing options far exceeds availability, leaving many unhoused individuals on waiting lists and forcing <br />them to remain on the streets. Collaboration across City, county, and regional partners is essential to San <br />Leandro’s homelessness response. The City participates in the Alameda County Mayors Conference and <br />Homelessness Working Group, among other regional initiatives. Biweekly case management meetings <br />coordinate services among City staff and nonprofit providers. Training programs for staff and community <br />members emphasize mental health awareness, conflict de-escalation, and trauma-informed care. <br /> <br />Despite these efforts, the 2017 Human Services Gap Analysis identified several areas of unmet need, <br />including enhanced communication about available services, culturally competent program planning, and <br />increased focus on vulnerable populations such as seniors, immigrants, and people with disabilities. To <br />address these gaps, San Leandro’s strategy involves leveraging partnerships with community-based <br />organizations, faith groups, and regional agencies while pursuing self-sustaining programs integrated into <br />the existing care system. The City’s Human Services Department leads this effort, despite having <br />limited staff capacity. Future efforts will emphasize cross-sector collaboration, targeted resource <br />allocation, and engaging diverse community voices in program planning to ensure an equitable and <br />effective response to homelessness and human service needs. <br /> <br />Describe the strengths and gaps of the service delivery system for special needs population and persons <br />experiencing homelessness, including, but not limited to, the services listed above <br /> <br />Homelessness. The City’s service delivery system for special needs populations and individuals <br />experiencing homelessness reflects both notable strengths and critical gaps. Drawing on findings from the <br />2017 Human Services Gap Analysis, along with recent updates, the City has made strides in improving <br />access to essential services while continuing to face challenges in meeting the growing demand for <br />support. <br /> <br />The City’s strengths lie in its collaborative initiatives and targeted programs. Notably, the redevelopment <br />of the Nimitz Motel into the Lewelling Interim Housing and Drop-In Center includes creating a navigation <br />center and emergency shelter. This adaptive reuse of an older motel demonstrates a commitment to <br />addressing homelessness with sustainable solutions. Funded through a $12 million combination of state <br />and federal grants, this project is expected to open in 2025 and transition to permanent supportive <br />housing for homeless families. <br /> <br />In addition to local efforts, the City is aligned with regional initiatives to address homelessness. Alameda <br />County’s EveryOne Home initiative, part of the broader Homelessness Regional Plan, provides a <br />framework for coordinated action among cities and service providers across the county. The goal of <br />EveryOne Home is to reduce homelessness across Alameda County by creating a system of care that <br />prioritizes permanent housing, supportive services, and prevention. The plan emphasizes the need for <br />regional collaboration to increase affordable housing, provide intensive case management, and ensure <br />timely access to services for those at risk of or experiencing homelessness. San Leandro, as part of <br />Alameda County, is working to implement strategies outlined in this regional plan, such as improving the <br />coordination of outreach services and expanding shelter capacity, especially for individuals with high <br />barriers to housing.
