<br /> -- DRAFT -- <br />2025-2029 ConPlan & FY 2025-2026 Annual Action Plan <br />Page 75 of 90 <br /> <br />SP-80 Monitoring - 91.230 <br />Describe the standards and procedures that the jurisdiction will use to monitor activities carried out in <br />furtherance of the plan and will use to ensure long-term compliance with requirements of the programs <br />involved, including minority business outreach and the comprehensive planning requirements <br /> <br />The City has established comprehensive procedures to monitor CDBG funded activities and ensure <br />ongoing compliance with program regulations. <br /> <br />Public Services Agencies: <br />City staff conduct both desk and onsite monitoring of public services agencies. These agencies must <br />submit quarterly invoices and progress reports, which City staff rigorously review before processing the <br />reimbursement. Quarterly reports are compiled, detailing both quantitative metrics and narratives to <br />illustrate program progress. Additionally, onsite visits allow staff to assess compliance through facility <br />walkthroughs, staff interviews, and reviews of client files and financial records. <br /> <br />Capital Improvements: <br />Monitoring capital improvement projects focuses on adherence to CDBG regulations, particularly <br />concerning Davis-Bacon requirements, Section 3 regulations, and Minority Business Enterprises/Women’s <br />Business Enterprises (MBE/WBE) regulations. City staff reviews certified payroll records and conducts <br />HUD-11 onsite interviews with construction workers. They gather necessary information from contractors <br />to ensure timely submission of required reports, such as the HUD Section 3 Report and the HUD-2516 <br />WBE/MBE report, ahead of annual deadlines.
