City of San Leandro <br />City Council <br />Meeting Date: July 7, 2025 <br />Agenda Number: 5.g. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-292 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Enter Into a Maintenance Agreement <br />With the State of California Department of Transportation (CALTRANS) for Maintenance of Law <br />Enforcement Surveillance Devices (LESD) Within the State Right-of-Way <br />COUNCIL PRIORITY <br />·Public Safety <br />SUMMARY <br />The City of San Leandro (the “City”) has identified four locations within the State of California <br />Department of Transportation (“CALTRANS”) right-of-way to install four Flock Automatic License <br />Plate Reader (ALPR) cameras. Prior to installation, CALTRANS requires the City to enter into <br />and maintain a Law Enforcement Surveillance Devices (LESD) Maintenance Agreement. <br />RECOMMENDATIONS <br />Staff recommends adopting the resolution that approves and authorizes the City Manager to <br />execute a maintenance agreement with CALTRANS to allow for the installation of Flock ALPR’s. <br />BACKGROUND <br />The San Leandro City Council previously authorized the purchase and installation of 82 Flock <br />ALPR cameras and accepted a donation of four additional cameras. To date, 80 cameras have <br />been installed throughout the City. The remaining six cameras are scheduled for installation on <br />City-maintained poles located within the CALTRANS right-of-way. As these poles fall under <br />CALTRANS jurisdiction, the City is required to obtain an encroachment permit and enter into a <br />LESD Maintenance Agreement with CALTRANS. <br />Analysis <br />The installation of additional ALPR’s along the CALTRANS right-of-way will significantly enhance <br />the Police Department’s ability to investigate criminal activity. These cameras will be positioned <br />strategically along E. 14th Street to monitor areas not previously covered by existing ALPR <br />cameras. By expanding coverage to these high-traffic areas, the Police Department will improve <br />its capacity to identify suspect vehicles, track criminal movements, and ultimately solve crimes <br />more effectively. <br />Current Agency Policies <br />Page 1 City of San Leandro Printed on 9/4/2025
