<br /> <br />City of San Leandro Page 3-4 <br />Parks Development Impact Fee Study <br />May 14, 2025 <br />Table 3.2 calculates the existing levels of service in terms of developed acres per capita and acres <br />per 1,000 population for total City-owned park land and City-improved park land, meaning improved <br />parks on City-owned land as well as improved parks on land owned by another entity, such as a <br />school district, for which the City has funded park improvements. <br /> <br />The level-of-service standard used to calculate development impact fees for park land acquisition <br />and fees in-lieu of land dedication in this study is the existing ratio of City-owned park land to <br />population as shown in Table 3.2. Park improvement impact fee calculations are based on the <br />existing ratio of City-improved park land to population as shown in Table 3.2. This is discussed further <br />below in the Cost per Capita section of this chapter. <br />Existing Park Maintenance Equipment. The park improvement impact fees also include the cost of <br />park maintenance vehicles and equipment. Table 3.3 on the following page lists the City’s existing <br />park maintenance equipment and the replacement cost for each item. The cost of park maintenance <br />equipment will be incorporated into the impact fees for park improvements. Replacement cost is <br />used here to reflect the cost of acquiring the additional equipment that will be needed to maintain <br />additional parks needed to serve new development.
