City of San Leandro <br />City Council <br />Meeting Date: September 2, 2025 <br />Agenda Number: 5.b. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-380 <br />File Type: Staff Report <br />Adopt a Resolution of Local Support Related to the Application for Funding from the Metropolitan <br />Transportation Commission’s Housing Incentive Pool Grant Program in the Amount of $1,859,000 for the <br />Lewelling Boulevard Class IV Bike Ways Project; Committing Local Matching Funds in the Amount of <br />11.47% (or $240, 854) of the Total Grant; and Assuring the Completion of the Project <br />COUNCIL PRIORITY <br />·Public Safety <br />·Infrastructure <br />SUMMARY <br />The City of San Leandro was awarded $1,859,000 from the Metropolitan Transportation <br />Commission’s (MTC) Housing Incentive Program (HIP) for the Lewelling Boulevard Classs IV <br />Bike Ways Project. As a requirement of this grant, the City Council must adopt a Resolution of <br />Local Support, which includes a commitment to provide local match funds in the amount of <br />11.47% (or $240,854) of the total grant amount in addition to a commitment to complete the <br />project. <br />RECOMMENDATIONS <br />Staff recommend the following to the City Council: <br />·Adopt a Resolution of Local Support; and <br />·Commit local matching funds in the amount of $240,854 for the Lewelling Boulevard Class <br />IV Bike Ways project. <br />BACKGROUND <br />HIP provides transportation grants to support the production and preservation of affordable <br />housing. MTC has identified the top 15 jurisdictions that have issued the highest number of <br />certificates of occupancy for eligible housing units between 2018 and 2022. Based on this <br />ranking, MTC is distributing $71 million in HIP grant funding on a per-unit basis. <br />The City of San Leandro ranked 6th out of the 15 jurisdictions with a total of 318 certificates of <br />occupancy for affordable housing units, making the City eligible to receive an award of <br />$1,859,000. MTC invited the top jurisdictions to submit applications for eligible transportation <br />projects that qualify for HIP funding by submitting letters of interest. <br />Staff initially submitted applications to MTC for two projects, namely, the MacArthur Superior <br />Page 1 City of San Leandro Printed on 9/4/2025
