Page 1 of 68 <br />EXHIBIT A <br />FINDINGS AND DETERMINATION THAT CHANGES OR <br />MODIFICATIONS TO THE 2025 CALIFORNIA BUILDING CODE <br />ARE REASONABLY NECESSARY BECAUSE OF LOCAL <br />CONDITIONS <br />1.In connection with the adoption by reference of the International Building Code, 2018 <br />Edition, as amended by the State of California in that document entitled "The California Building <br />Standards Code," it is hereby expressly found and determined that the following changes are <br />reasonably necessary because of local climatic, geological or topographical conditions: <br />Chapter 7-5 Building Code <br />Article 1. Building Code <br />Article 1 of Chapter 5 of Title VII of the San Leandro Municipal Code, "Building Code," is <br />hereby repealed and replaced in its entirety to read as follows: <br />SECTION 101 GENERAL <br />101.1 Title. <br />These regulations shall be known as the City of San Leandro Building Code, hereinafter <br />referred to as “this Code.” <br />101.2 Scope. <br />The provisions of this Code shall apply to the construction, alteration, relocation, <br />movement, enlargement, replacement, repair, equipment, use and occupancy, location, <br />maintenance, removal and demolition of every building or structure or any appurtenances or <br />systems connected or attached to such buildings or structures. <br />101.2.1 Appendices. <br />Provisions in the appendices can be approved for use by the Building Official. <br />101.3 Purpose and Intent. <br />The purpose of this Code is to establish minimum standards to safeguard public health, <br />safety, and general welfare by regulating the design, structural strength, means of egress <br />facilities, stability, sanitation, adequate light and ventilation, construction, installation, <br />quality of materials, use, occupancy, location, energy conservation and maintenance of all <br />buildings, structures, and certain equipment as specifically set forth herein and safety to life <br />Resolution No. 2025-152
