7 <br />San Leandro Baylands “North Marsh” Hydrology and Ecological Opportunities Assessment Proposal <br /> <br /> <br /> <br />management. Based on available resources, ESA anticipates that this report will not necessarily address <br />every topic covered under the 2007 Marsh Manual, rather ESA will focus on the Vegetation, marsh <br />Ecology, and Hydrology aspects most critical to managing North Marsh and other areas of the San <br />Leandro baylands. An opportunity and constraints section will synthesize gathered information and can <br />inform future management goals and objectives. <br />The report is expected to include the following sections: <br /> <br /> Literature review and desktop-based data reconnaissance, including review of 2007 Marsh Manual <br /> Interpretation of Task 2.1: Water Level, Topographic Survey, and Photo Documentation Data <br />Collection results <br /> California Ridgway’s Rail (CRR) Habitat Suitability Assessment and Recommendations <br /> Qualitative Vegetation Assessment and Recommendations <br /> Opportunities and Constraints <br /> Next Steps <br />Deliverables <br /> Report (approx. 25 pages, including figures) <br />– Appendices including the Subtask 2.1 memo, photos from subtasks 2.2 and 2,3, and meeting <br />notes from subtask 3.1. <br />Optional Tasks <br />ESA has developed scope for one optional task that would allow for the collection of aerial photography <br />at the project site. High resolution aerial photographs can be very helpful to understand and illustrate site <br />conditions. There are publicly available aerial photographs of the site taken within the last 5 years, <br />consequently ESA proposes this as a potential optional task, rather than a critical element of the study. <br />Task O1: Aerial Photography <br />Description <br />During a lower-low spring tide, ESA will take true color (RGB) aerial photographs of the North Marsh <br />using a drone-mounted camera. Aerial photographs will be orthorectified to the same coordinate system <br />used for the land topographic survey. ESA will also take up to three (3) oblique aerial photographs of the <br />North Marsh. Aerial photographs will be used to support the Wetland Condition Assessment and <br />Management Recommendations Report (Task 3.2). <br />Assumptions <br /> Drone flight is tide- and weather-dependent and may require some lead time to select good survey <br />conditions. <br /> Due to the Project site’s proximity to the Oakland International Airport and San Francisco Bay Trail, <br />ESA will require time for pre-flight coordination with the FAA, airport authorities, and other local <br />agencies to identify permissible flight times and patterns. <br />Docusign Envelope ID: 9DB32912-19D0-41E8-ACE8-82408BB907DB
