February 2, 2026City Council Minutes <br />No items were scheduled. <br />ACTION ITEMS10. <br />10a.25-596 Second Reading to Adopt Ordinance No. 2026-001 to Amend the San <br />Leandro Municipal Code to Add Chapter 4-46 to Establish Residential <br />Rent Stabilization <br />Comments were made by twenty-eight people. <br />A motion was made by Councilmember Boldt, seconded by Councilmember <br />Aguilar, Jr., that the Ordinance be approved. The motion CARRIED by the <br />following vote: <br />Aye:Aguilar Jr., Azevedo, Simon, Bowen, Viveros-Walton, Boldt6 - <br />Nay:González III1 - <br />Enactment No: Ord 2026-001 <br />The City Council took a 10-minute recess at 8:56 p.m. <br />10b.26-020 Receive Update on Project Elevate: Citywide Modernization with <br />Workday; and Adopt a Resolution to Authorize Amendment No. 1 to the <br />Consulting Services Agreement with Berry, Dunn, McNeil & Parker, LLC, <br />for an Additional $98,800 Using Previously Appropriated Project Funds <br />for a New Not-to-Exceed Total of $470,800 and to Extend the Term to <br />December 31, 2026, Resulting in No Additional General Fund Costs <br />There were no public comments. <br />A motion was made by Councilmember Aguilar, Jr., seconded by <br />Councilmember Azevedo, that this Resolution be Approved. The motion <br />CARRIED by the following vote: <br />Aye:Aguilar Jr., Azevedo, Simon, González III, Bowen, Viveros-Walton, Boldt7 - <br />Enactment No: Reso 2026-010 <br />10c.26-033 Adopt a Resolution to Call for a Special Municipal Election to be held <br />June 2, 2026 for Submitting to the Voters a Proposed Charter <br />Amendment Measure for the Transition to a District-Based Elections <br />System Pursuant to the California Voting Rights Act; Consolidating with <br />the Statewide Primary Election; and Setting Ballot Measure Argument <br />Requirements <br />Comments were made by one person. <br />A motion was made by Councilmember Azevedo, seconded by Councilmember <br />Aguilar, Jr., that this Resolution be Approved.
