<br /> <br />Consulting Services Agreement between City of San Leandro and Last revised [01/02/2026] <br />BACS for Rental Assistance (Shallow Subsidy) Program Exhibit A – Page 1 of 2 <br />EXHIBIT A <br />SCOPE OF SERVICES <br /> <br />Objective <br /> <br />To prevent homelessness among extremely low-income households (earning 30% of the Area Median <br />Income [AMI] or below) in San Leandro by providing modest, ongoing rental subsidies aimed at stabilizing <br />housing and reducing eviction risk. <br /> <br />Target Population <br /> <br />- Extremely low-income households residing in San Leandro, especially black and latinx households, <br />families with children, people with disabilities, and renters facing language, documentation, or <br />employment-related barriers <br />- Households earning at or below 30% of the AMI, as defined by HUD's 2024 Income Limits <br /> <br />Program Components <br /> <br />1. Eligibility Determination <br />- Screen and assess applicants based on: <br />o Income level (≤30% AMI) <br />o Current housing status <br />o Risk of eviction <br />o Other, as defined collaboratively by Consultant and City, with final approval by City <br />- Maintain transparent and equitable criteria for participant selection <br /> <br />2. Rental Subsidy Distribution <br />- Administer rental subsidies ranging from $500 to $800 per household per month <br />- Make rental assistance payments directly to landlords. Payments may be made directly to clients <br />on a case-by-case basis but must be approved by the City in advance of distribution. <br />- Ensure subsidies are distributed efficiently for up to 18 months or until program funds are <br />exhausted <br />- Monitor and document all payments to ensure financial integrity and compliance <br /> <br />3. Case Management Services <br />- Offer ongoing case management support to program participants, including: <br />o Financial counseling and budgeting assistance. <br />o Referrals to additional supportive services such as mental health, employment training, <br />and financial literacy programs. <br />- Offer case management directly or through a subcontracted provider. <br />- Co-enroll in CalAIMS Housing Community Support (HCS) with the benefit of Tenancy Sustaining <br />Services (TSS) when possible. <br /> <br />4.
