IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2026-046 <br /> <br />RESOLUTION APPROVING: 1. THE FY 2026-2027 COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) ANNUAL ACTION PLAN; 2. FY 2027 CDBG FUNDING ALLOCATIONS FOR HOUSING AND <br />PROGRAM ADMINISTRATION; AND 3. AUTHORIZING THE CITY MANAGER TO EXECUTE ALL <br />NECESSARY AGREEMENTS WITH EDEN HOUSING FOR AN AMOUNT NOT TO EXCEED $501,338.50 IN <br />CDBG FUNDS FOR A MULTI-FAMILY REHABILITATION PROJECT AT THE SURF (15320 TROPIC COURT) <br /> <br />WHEREAS, the Congress of the United States enacted the National Housing and Community <br />Development Act of 1974 (Act) and federal regulations have been adopted pursuant thereto; and <br /> <br />WHEREAS, Title I of the Act created the Community Development Block Grant (CDBG) Program, <br />which provides funds to eligible jurisdictions for community development activities to build stronger and <br />more resilient communities; and <br /> <br />WHEREAS, the City of San Leandro (City) is an entitlement jurisdiction under the U.S. Department <br />of Housing and Urban Development (HUD) and is eligible to receive CDBG funding; and <br /> <br />WHEREAS, the City adopted, by Resolution No. 2025-072 on June 16, 2025, the 2025-2029 <br />Consolidated Plan to implement the goals identified in the Act and a two-year CDBG Public Services <br />funding cycle for FY 2026 and FY 2027; and <br /> <br />WHEREAS, the City has prepared the FY 2026-2027 CDBG Annual Action Plan in accordance with <br />HUD guidelines and based on a community outreach process that included public notice and a 30-day <br />public comment period from April 4 - May 4, 2026; and <br /> <br />WHEREAS, CDBG programs and projects are funded through the City’s annual federal grant <br />allocation from HUD and sufficient funding will be available and budgeted to support these CDBG <br />activities; and <br /> <br />WHEREAS, the City adopted, by Resolution No. 2024-021 on March 18, 2024, a CDBG <br />Contingency Plan to address any potential increases or decreases in HUD funding allocations; and <br /> <br />WHEREAS, FY 2027 CDBG funding allocations consist of a HUD entitlement grant of $771,290 <br />and are attached to this resolution as Exhibit A; and <br /> <br />WHEREAS, FY 2027 CDBG funding allocations include $154,258 for Program Administration, <br />$115,693.50 for Public Services, and $501,338.50 for Housing; and <br /> <br />WHEREAS, the City conducted a competitive Request for Interest process soliciting applications <br />from the City’s Affordable Rental Housing List for CDBG capital rehabilitation funding and selected Eden <br />Housing for an amount not to exceed $501,338.50 in CDBG Housing funds; and <br />
