RESOLUTION NO. 2026-046 2 <br />WHEREAS, the National Environmental Policy Act (NEPA) generally exempts planning documents <br />such as the Annual Action Plan from environmental review, with project-level review to be conducted as <br />applicable. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br />1.The FY 2026-2027 CDBG Annual Action Plan is hereby approved; and <br />2.The FY 2027 CDBG funding allocations for Housing and Program Administration are hereby <br />approved; and <br />3.The City Manager is authorized to execute all necessary agreements with Eden Housing for an <br />amount not to exceed $501,338.50 in CDBG funds for a multi-family rehabilitation project at The <br />Surf. <br />Introduced by Councilmember Victor Aguilar and passed and adopted this 4th day of May 2026, by the <br />following vote: <br />AYES: Councilmember J.
