IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2026-047 <br /> <br />RESOLUTION APPROVING: 1. CONTINUED PARTICIPATION IN THE ALAMEDA COUNTY HOME <br />CONSORTIUM; 2. AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE THE THREE-YEAR HOME <br />AGREEMENT (FY 2027, FY 2028, AND FY 2029) AND ALL NECESSARY DOCUMENTS TO MAINTAIN <br />ELIGIBILITY FOR HOME PROGRAM FUNDING; 3. APPROPRIATION OF HOME PROGRAM FUNDS, IN <br />AMOUNTS NOT TO EXCEED THE AWARD AMOUNT, FOR FY 2024 THROUGH FY 2029; AND 4. <br />AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE ALL NECESSARY AGREEMENTS WITH EDEN <br />HOUSING FOR AN AMOUNT NOT TO EXCEED $783,667.36 IN HOME PROGRAM FUNDS FROM FY 2024 <br />THROUGH FY 2027 FOR A MULTI-FAMILY REHABILITATION PROJECT AT THE SURF (15320 TROPIC <br />COURT) <br /> <br />WHEREAS, the Congress of the United States enacted the Cranston-Gonzalez National <br />Affordable Housing Act of 1990 (Act) and federal regulations have been adopted pursuant thereto; and <br /> <br />WHEREAS, Title II of the Act created the HOME Investment Partnerships Program (HOME <br />Program), which provides funds to eligible jurisdictions for the acquisition, rehabilitation, and new <br />construction of affordable housing and to provide homebuyer and tenant-based rental assistance; and <br /> <br />WHEREAS, the City’s use of HOME Program funds is governed by the Alameda County 2025-2029 <br />Consolidated Plan, as approved by the U.S. Department of Housing and Urban Development (HUD), and <br />the City’s 2025-2029 Consolidated Plan and Annual Action Plans, as approved by the City Council and <br />HUD; and <br /> <br />WHEREAS, the Act allows local governments to form consortia for the purpose of receiving and <br />administering HOME Program funds and carrying out the purposes of the Act; and <br /> <br />WHEREAS, the Alameda County HOME Consortium was formed in 1992 and includes the cities of <br />Alameda, Fremont, Hayward, Livermore, Pleasanton, San Leandro, and Union City, as well as the <br />Alameda County Urban County (cities of Albany, Dublin, Emeryville, Newark, Piedmont, and the <br />Unincorporated County); and <br /> <br />WHEREAS, participation in the Alameda County HOME Consortium is required for the City of San <br />Leandro to receive annual allocations of HOME Program funds; and <br /> <br />WHEREAS, the City Council most recently approved participation in the Alameda County HOME <br />Consortium by Resolution No. 2023-038, adopted on April 17, 2023; and <br /> <br />WHEREAS, the City of San Leandro desires to continue its participation in the Alameda County <br />HOME Consortium for the next three-year term, consisting of FY 2027, FY 2028, and FY 2029; and <br /> <br />WHEREAS, HOME programs and projects are funded through the City’s annual federal grant <br />allocation from HUD; and <br />
