RESOLUTION NO. 2026-047 2 <br />WHEREAS, FY 2026-2027 HOME funding allocations include $190,548.31 for Affordable Housing <br />Rehabilitation; and <br />WHEREAS, the City has $593,119.05 in prior year HOME Program funds available, consisting of <br />$225,238.40 from FY 2024, $179,013.13 from FY 2025, and $188,867.52 from FY 2026; and <br />WHEREAS, combined with the FY 2027 HOME allocation of $190,548.31, total HOME funds <br />available for this action are approximately $783,667.36; and <br />WHEREAS, the City conducted a competitive Request for Interest (RFI) process soliciting <br />applications from the City’s Affordable Rental Housing List for federal capital rehabilitation funding and <br />selected Eden Housing to complete a multi-family rehabilitation project at The Surf; and <br />WHEREAS, the City proposes to provide an amount not to exceed $783,667.36 in HOME Program <br />funds, including current and prior year allocations, for The Surf project, subject to HOME Program <br />eligibility requirements, with authority for the City Manager to reallocate funds to other eligible HOME <br />activities if necessary to meet federal requirements. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. The City of San Leandro’s continued participation in the Alameda County HOME Consortium is <br />hereby authorized; and <br />2. The City Manager is hereby authorized to execute all necessary agreements and documents to <br />maintain the City’s participation in the Alameda County HOME Consortium and eligibility for <br />HOME Program funds (FY 2027, FY 2028, and FY 2029) in accordance with the Act; and <br />3. Appropriation of HOME Program funds, in amounts not to exceed the award amounts, for FY <br />2024 through FY 2029 is hereby authorized; and <br />4. The City Manager is hereby authorized to execute all necessary agreements with Eden Housing <br />for an amount not to exceed $783,667.36 in HOME Program Funds from FY 2024 through FY <br />2027 for a multi-family rehabilitation project at The Surf (15320 Tropic Court), subject to HOME <br />Program eligibility requirements. <br />Introduced by Councilmember Victor Aguilar and passed and adopted this 4th day of May 2026 by <br />the following vote: <br /> <br />AYES: Councilmember J.
