Hollister <br />City Manager <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br />FOR THE WASHINGTON AVENUE AND ESTABROOK STREET INTERSECTION <br />IMPROVEMENT PROJECT, PROJECT NO. 09-150-28-283, FEDERAL AID PROJECT NO. <br />HSIPL-5041(031). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of plans and specifications and calling for bids for the subject <br />project. <br />BACKGROUND <br />In November 2006, the State of California Department of Transportation (Caltrans), through the <br />Highway Safety Improvement Program (HSIP), approved $419,220 in federal funding for the <br />Washington Avenue and Estabrook Street Intersection project. <br />This intersection was listed as one of the High Collision Locations according to an analysis <br />report conducted in February 2005. The most distinctive feature of the intersection is the <br />presence of a right-turn lane island at the southeast corner that houses an electric pole with a set <br />of traffic signals. <br />Analysis <br />The project will replace the existing obsolete signal equipment with equipment meeting current <br />standards and will also include: reconfiguration of the intersection; removal of the "pork-chop" <br />island at the southeast corner; relocation of the PG&E pole (at PG&E's expense); sidewalk repair <br />at the southwest corner; curb modification at the southeast corner; and the installation of <br />accessible ramps.
