Hollister, City Manage City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportatio epartment <br /> BY: Kenneth Joseph, City Engine r <br /> Engineering and Transportation Dep tment <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALL FOR BIDS ON <br /> THE TOYON PARK RESTROOM REPLACEMENT SITEWORK, PROJECT NO. 10- 210 -62- <br /> 008. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of the plans and specifications' and call for bids for the subject <br /> project. <br /> BACKGROUND <br /> Whenever possible, the City has replaced inadequate restroom facilities at its parks. <br /> Replacement may be for one or more reasons, including the high cost of maintaining an aging <br /> facility, lack of compliance with current building codes or accessibility regulations. These <br /> replacement restrooms were individually designed for each park based on a common design <br /> prototype. While this method resulted in a quality product, the cost was high and construction . <br /> time was significant, causing extensive park disruption. <br /> At Toyon Park, the City determined that the best solution for its restroom replacement was to <br /> install a pre- fabricated restroom structure. Several vendor proposals were evaluated, and Public <br /> Restroom Company (PRC) was selected as the preferred vendor for this building. Subsequently, <br /> a sole— source contract with PRC was approved by City Council. <br /> Prior to installing the pre - fabricated structure the site must be prepared. Because pre- fabrication <br /> vendors do not have the capability to undertake site preparation, these tasks will be performed by <br /> a separate contractor as part of this project. <br />
