City of San Leandro <br />City Council <br />Meeting Date: December 5, 2022 <br />Agenda Number: 10.b. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 22-691 <br />File Type: Staff Report <br />Second Reading of an Ordinance Amending the Municipal Code Title 1, Chapter 1-3 Boards and Commissions, <br />Article 13 Youth Advisory Commission (YAC), 1-3-1300 Memberships, to add Alternates <br />SUMMARY AND RECOMMENDATION <br />The Youth Advisory Commission and Staff recommend the City Council amend the Municipal Code <br />Title 1, Chapter 1-3 Boards and Commissions, Article 13 Youth Advisory Commission (YAC), 1-3-1300 <br />Memberships, to add Alternates. <br />BACKGROUND <br />The Youth Advisory Commission (YAC) serves as a bridge between the youth community and the City <br />Council by making suggestions and providing feedback regarding issues affecting and concerning San <br />Leandro youth. The YAC also provides an opportunity for young people to learn more about civics and <br />the role of local government. <br />RECOMMENDATIONS <br />The proposed Municipal Code amendments are to add alternates where the Mayor may nominate <br />and the City Council may appoint additional at large members as alternate Commissioners who <br />must attend all meetings and who will sit as a Commissioner when a regular member is absent. <br />Alternates who attend meetings will not count towards establishing quorum unless they sit in the <br />absence of a regular member.
