City of San Leandro <br />City Council <br />Meeting Date: December 19, 2022 <br />Agenda Number: 10.a. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 22-696 <br />File Type: Staff Report <br />Adopt a Resolution to Approve the San Leandro Police Management Association (SLPMA) <br />Memorandum of Understanding for the Period Covering January 1, 2023 through June 30, 2028 <br />COUNCIL PRIORITY <br />·Public Safety <br />·Infrastructure <br />·Fiscal Sustainability and Transparency <br />SUMMARY <br />In November 2022, the City of San Leandro reached a tentative agreement with the San Leandro <br />Police Management Association (SLPMA) on a Memorandum of Understanding (MOU) with a <br />term of five and one-half years. The SLPMA represents seven employees and is comprised of <br />Police Lieutenants, Police Captain and Assistant Police Chief. The proposed MOU contains <br />changes from the prior agreement’s terms and conditions consisting primarily of wage increases, <br />the addition of cost share towards retirement, as well as changes to specialty incentive pays. <br />RECOMMENDATIONS <br />Staff recommends that the City Council approve a resolution approving the Memorandum of <br />Understanding (MOU) between the City of San Leandro and the San Leandro Police <br />Management Association (SLPMA) for the period covering January 1, 2023 through June 30, <br />2028; and approve appropriations in the operating budget as necessary to implement the terms <br />of the MOU. <br />BACKGROUND <br />The current SLPMA MOU expires on December 31, 2022. Beginning in September 2022, the <br />City’s negotiating team and SLPMA representatives conducted six negotiation sessions for a <br />successor agreement. A tentative agreement was successfully reached on November 22, 2022. <br />The City received notice that SLPMA ratified the agreement on November 23, 2022. <br />Analysis <br />The following is a summary of the key provisions from the tentative agreement. <br />Compensation <br />·Effective January 1, 2023, a base wage increase of 6%. <br />·Effective July 1, 2024, a base wage increase of 4%. <br />Page 1 City of San Leandro Printed on 12/14/2022
