City of San Leandro <br />City Council <br />Meeting Date: June 2, 2025 <br />Agenda Number: 5.f. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-209 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute Amendment No. 2 to the <br />Consulting Services Agreement with Chaplin & Hill Investigative Services LLC for Third-Party <br />Professional Standards Investigation Services, to Increase the Amount by $150,000 for a Total Amount <br />Not to Exceed $250,000 <br />COUNCIL PRIORITY <br />·Public Safety <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to <br />execute Amendment No. 2 to the agreement with Chaplin & Hill Investigative Services for <br />third-party professional standards investigation services, increasing the consulting services <br />agreement amount by $150,000 for a total not to exceed of $250,000.00 . <br />BACKGROUND <br />The City engages an independent investigative consultant to manage complaints involving police <br />personnel and to conduct objective workplace investigations. This impartial, third-party approach <br />ensures transparency, accountability, and fairness. <br />On December 1, 2023, the City Manager executed an agreement with Chaplin & Hill Investigative <br />Services for an amount not to exceed $100,000, with a term through June 30, 2024. On July 1, <br />2024, Amendment No. 1 was executed to extend the term through June 30, 2026. <br />Funding in the PD - Professional Standards Account for this contract has been spent. Additional <br />funds are needed to cover both incurred and anticipated expenses related to investigations.
